[mlir] Add support for operation-produced successor arguments in BranchOpInterface

This patch revamps the BranchOpInterface a bit and allows a proper implementation of what was previously `getMutableSuccessorOperands` for operations, which internally produce arguments to some of the block arguments. A motivating example for this would be an invoke op with a error handling path:
```
invoke %function(%0)
label ^success ^error(%1 : i32)

^error(%e: !error, %arg0 : i32):
...
```
The advantages of this are that any users of `BranchOpInterface` can still argue over remaining block argument operands (such as `%1` in the example above), as well as make use of the modifying capabilities to add more operands, erase an operand etc.

The way this patch implements that functionality is via a new class called `SuccessorOperands`, which is now returned by `getSuccessorOperands`. It basically contains an `unsigned` denoting how many operator produced operands exist, as well as a `MutableOperandRange`, which are the usual forwarded operands we are used to. The produced operands are assumed to the first few block arguments, followed by the forwarded operands afterwards. The role of `SuccessorOperands` is to provide various utility functions to modify and query the successor arguments from a `BranchOpInterface`.

[mlir] Fix block merging with the result of a terminator

When the current implementation merges two blocks that have operands defined outside of their block respectively, it will merge these by adding a block argument in the resulting merged block and adding successor arguments to the predecessors.
There is a special case where this is incorrect however: If one of predecessors terminator produce the operand, inserting the block argument and updating the predecessor would lead to the terminator using its own result as successor argument.
IR Example:
```
%0 = "test.producing_br"()[^bb1, ^bb2] {
operand_segment_sizes = dense<0> : vector<2 x i32>
} : () -> i32

^bb1:
"test.br"(%0)[^bb4] : (i32) -> ()
```
where `^bb1` is then merged with another block would lead to:
```
%0 = "test.producing_br"(%0)[^bb1, ^bb2]
```

This patch fixes that issue during clustering by making sure that if the operand is from an outside block, that it is not produced by the terminator of a predecessor.

Define a `NoTerminator` traits that allows operations with a single block region to not provide a terminator

In particular for Graph Regions, the terminator needs is just a
historical artifact of the generalization of MLIR from CFG region.
Operations like Module don't need a terminator, and before Module
migrated to be an operation with region there wasn't any needed.

To validate the feature, the ModuleOp is migrated to use this trait and
the ModuleTerminator operation is deleted.

This patch is likely to break clients, if you're in this case:

- you may iterate on a ModuleOp with `getBody()->without_terminator()`,
the solution is simple: just remove the ->without_terminator!
- you created a builder with `Builder::atBlockTerminator(module_body)`,
just use `Builder::atBlockEnd(module_body)` instead.
- you were handling ModuleTerminator: it isn't needed anymore.
- for generic code, a `Block::mayNotHaveTerminator()` may be used.

This allows for notifying callers when operations/blocks get erased, which is especially useful for the greedy pattern driver. The current greedy pattern driver "throws away" all information on constants in the operation folder because it doesn't know if they get erased or not. By passing in RewriterBase, we can directly track this and prevent the need for the pattern driver to rediscover all of the existing constants. In some situations this cuts the compile time of the canonicalizer in half.

When deleting operations in DCE, the algorithm uses a post-order walk of
the IR to ensure that value uses were erased before value defs. Graph
regions do not have the same structural invariants as SSA CFG, and this
post order walk could delete value defs before uses. This problem is
guaranteed to occur when there is a cycle in the use-def graph.

This change stops DCE from visiting the operations and blocks in any
meaningful order. Instead, we rely on explicitly dropping all uses of a
value before deleting it.

The current implementation has some inefficiencies that become noticeable when running on large modules. This revision optimizes the code, and updates some out-dated idioms with newer utilities. The main components of this optimization include:

* Add an overload of Block::eraseArguments that allows for O(N) erasure of disjoint arguments.
* Don't process entry block arguments given that we don't erase them at this point.
* Don't track individual operation results, given that we don't erase them. We can just track the parent operation.

HasNoSideEffect can now be implemented using the MemoryEffectInterface, removing the need to check multiple things for the same information. This also removes an easy foot-gun for users as 'Operation::hasNoSideEffect' would ignore operations that dynamically, or recursively, have no side effects. This also leads to an immediate improvement in some of the existing users, such as DCE, now that they have access to more information.

This revision removes all of the functionality related to successor operands on the core Operation class. This greatly simplifies a lot of handling of operands, as well as successors. For example, DialectConversion no longer needs a special "matchAndRewrite" for branching terminator operations.(Note, the existing method was also broken for operations with variadic successors!!)

This also enables terminator operations to define their own relationships with successor arguments, instead of the hardcoded "pass-through" behavior that exists today.
