[ARM] [MC] Add support for writing ARM WinEH unwind info

This includes .seh_* directives for generating it from assembly.
It is designed fairly similarly to the ARM64 handling.

For .seh_handler directives, such as
".seh_handler __C_specific_handler, @except" (which is supported
on x86_64 and aarch64 so far), the "@except" bit doesn't work in
ARM assembly, as '@' is used as a comment character (on all current
platforms).

Allow using '%' instead of '@' for this purpose. This convention
is used by GAS in similar contexts already,
e.g. [1]:

Note on targets where the @ character is the start of a comment
(eg ARM) then another character is used instead. For example the
ARM port uses the % character.

In practice, this unfortunately means that all such .seh_handler
directives will need ifdefs for ARM.

Contrary to ARM64, on ARM, it's quite common that we can't evaluate
e.g. the function length at this point, due to instructions whose
length is finalized later. (Also, inline jump tables end with
a ".p2align 1".)

If unable to to evaluate the function length immediately, emit
it as an MCExpr instead. If we'd implement splitting the unwind
info for a function (which isn't implemented for ARM64 yet either),
we wouldn't know whether we need to split it though.

Avoid calling getFrameIndexOffset() on an unset
FuncInfo.UnwindHelpFrameIdx, to avoid triggering asserts in the
preexisting testcase CodeGen/ARM/Windows/wineh-basic.ll. (Once
MSVC exception handling is fully implemented, those changes
can be reverted.)

[MC][CodeGen] Emit constant pools earlier

Previously we would emit constant pool entries for ldr inline asm at the
very end of AsmPrinter::doFinalization(). However, if we're emitting
dwarf aranges, that would end all sections with aranges. Then if we have
constant pool entries to be emitted in those same sections, we'd hit an
assert that the section has already been ended.

We want to emit constant pool entries before emitting dwarf aranges.
This patch splits out arm32/64's constant pool entry emission into its
own MCTargetStreamer virtual method.

[ARM] VFPv2 only supports 16 D registers.

r361845 changed the way we handle "D16" vs. "D32" targets; there used to
be a negative "d16" which removed instructions from the instruction set,
and now there's a "d32" feature which adds instructions to the
instruction set. This is good, but there was an oversight in the
implementation: the behavior of VFPv2 was changed. In particular, the
"vfp2" feature was changed to imply "d32". This is wrong: VFPv2 only
supports 16 D registers.

In practice, this means if you specify -mfpu=vfpv2, the compiler will
generate illegal instructions.

This patch gets rid of "vfp2d16" and "vfp2d16sp", and fixes "vfp2" and
"vfp2sp" so they don't imply "d32".

[ARM] Replace fp-only-sp and d16 with fp64 and d32.

Those two subtarget features were awkward because their semantics are
reversed: each one indicates the _lack_ of support for something in
the architecture, rather than the presence. As a consequence, you
don't get the behavior you want if you combine two sets of feature
bits.

Each SubtargetFeature for an FP architecture version now comes in four
versions, one for each combination of those options. So you can still
say (for example) '+vfp2' in a feature string and it will mean what
it's always meant, but there's a new string '+vfp2d16sp' meaning the
version without those extra options.

A lot of this change is just mechanically replacing positive checks
for the old features with negative checks for the new ones. But one
more interesting change is that I've rearranged getFPUFeatures() so
that the main FPU feature is appended to the output list *before*
rather than after the features derived from the Restriction field, so
that -fp64 and -d32 can override defaults added by the main feature.

Update the file headers across all of the LLVM projects in the monorepo

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and

[TargetParser] Use enum classes for various ARM kind enums.

Summary:
Using c++11 enum classes ensures that only valid enum values are used
for ArchKind, ProfileKind, VersionKind and ISAKind. This removes the
need for checks that the provided values map to a proper enum value,
allows us to get rid of AK_LAST and prevents comparing values from
different enums. It also removes a bunch of static_cast
from unsigned to enum values and vice versa, at the cost of introducing
static casts to access AArch64ARCHNames and ARMARCHNames by ArchKind.

FPUKind and ArchExtKind are the only remaining old-style enum in
TargetParser.h. I think it's beneficial to keep ArchExtKind as old-style
enum, but FPUKind can be converted too, but this patch is quite big, so
could do this in a follow-up patch. I could also split this patch up a
bit, if people would prefer that.

Re-apply r302416: [ARM] Clear the constant pool cache on explicit .ltorg directives

Re-applying now that PR32825 which was raised on the commit this fixed up is now known to have also been fixed by this commit.

Original commit message:
Multiple ldr pseudoinstructions with the same constant value will
reuse the same constant pool entry. However, if the constant pool
is explicitly flushed with a .ltorg directive, we should not try
to reference constants in the previous pool any longer, since they
may be out of range.

This fixes assembling hand-written assembler source which repeatedly
loads the same constant value, across a binary size larger than the
pc-relative fixup range for ldr instructions (4096 bytes). Such
assembler source already uses explicit .ltorg instructions to emit
constant pools with regular intervals. However if we try to reuse
constants emitted in earlier pools, they end up out of range.

This makes the output of the testcase match what binutils gas does
(prior to this patch, it would fail to assemble).

[ARM] Add hardware build attributes in assembler

In the assembler, we should emit build attributes based on the target
selected with command-line options. This matches the GNU assembler's
behaviour. We only do this for build attributes which describe the
hardware that is expected to be available, not the ones that describe
ABI compatibility.

This is done by moving some of the attribute emission code to
ARMTargetStreamer, so that it can be shared between the assembly and
code-generation code paths. Since the assembler only creates a
MCSubtargetInfo, not an ARMSubtarget, the code had to be changed to
check raw features, and not use the convenience functions in
ARMSubtarget.

If different attributes are later specified using the .eabi_attribute
directive, then they will take precedence, as happens when the same
.eabi_attribute is specified twice.

This must be enabled by an option, because we don't want to do this when
parsing inline assembly. The attributes would match the ones emitted at
the start of the file, so wouldn't actually change the emitted object
file, but the extra directives would be added to every inline assembly
block when emitting assembly, which we'd like to avoid.

The majority of the changes in the build-attributes.ll test are just
re-ordering the directives, because the hardware attributes are now
emitted before the ABI ones. However, I did fix one bug which I spotted:
Tag_CPU_arch_profile was not being emitted for v6M.

[ARM,AArch64] Store source location of asm constant pool entries

Storing the source location of the expression that created a constant pool
entry allows us to emit better error messages if we later discover that the
expression cannot be represented by a relocation.

Use ".arch_extension" ARM directive to specify the additional CPU features

This patch is in response to r223147 where the avaiable features are
computed based on ".cpu" directive. This will work clean for the standard
variants like cortex-a9. For custom variants which rely on standard cpu names
for assembly, the additional features of a CPU should be propagated. This can be
done via ".arch_extension" as long as the assembler supports it. The
implementation for krait along with unit test will be submitted in next patch.

MC: support different sized constants in constant pools

On AArch64 the pseudo instruction ldr <reg>, =... supports both
32-bit and 64-bit constants. Add support for 64 bit constants for
the pools to support the pseudo instruction fully.

Changes the AArch64 ldr-pseudo tests to use 32-bit registers and
adds tests with 64-bit registers.

Allow a target to create a null streamer.

Targets can assume that a target streamer is present, so they have to be able
to construct a null streamer in order to set the target streamer in it to.

Fixes a crash when using the null streamer with arm.
