This adds PWM support for Xilinx LogiCORE IP AXI soft timers commonly found on Xilinx FPGAs. At the moment clock control is very basic: we just enable the clock during probe and pin the frequency. In the future, someone could add support for disabling the clock when not in use.
Some common code has been specially demarcated. While currently only used by the PWM driver, it is anticipated that it may be split off in the future to be used by the timer driver as well.
This driver was written with reference to Xilinx DS764 for v1.03.a [1].

request_irq() is preferred over setup_irq(). Invocations of setup_irq() occur after memory allocators are ready.
Per tglx[1], setup_irq() existed in

Per tglx[1], setup_irq() existed in olden days when allocators were not ready by the time early interrupts were initialized.
Hence replace setup_irq() by request_irq().

The CLOCKSOURCE_OF_DECLARE macro is used widely for the timers to declare the clocksource at early stage. However, this macro is also used to initialize the clockevent if any, or the clockevent only.
It was originally suggested to declare another macro to initialize a clockevent, so in order to separate the two entities even they belong to the same IP. This was not accepted because of the impact on the DT where splitting a clocksource/clockevent definition does not make sense as it is a Linux concept not a hardware description.
On the other side, the clocksource has not interrupt declared while the clockevent has, so it is easy from the driver to know if the description is for a clockevent or a clocksource, IOW it could be implemented at the driver level.
So instead of dealing with a named clocksource macro, let's use a more generic one: TIMER_OF_DECLARE.
The patch has not functional changes.

In preparation for making the clockevents core NTP correction aware, all clockevent device drivers must set ->min_delta_ticks and ->max_delta_ticks rather than ->min_delta_ns and ->max_delta_ns: a clockevent device's rate is going to change dynamically and thus, the ratio of ns to ticks ceases to stay invariant.
Make the microblaze arch's clockevent driver initialize these fields properly.
This patch alone doesn't introduce any change in functionality as the clockevents core still looks exclusively at the (untouched) ->min_delta_ns and ->max_delta_ns. As soon as this has changed, a followup patch will purge the initialization of ->min_delta_ns and ->max_delta_ns from this driver.

- panic, thus leading to a kernel crash while another timer may work and make the system boot up correctly
or
- print an error and let the caller unaware if the state of the system
Change that by converting the init functions to return an error conforming to the CLOCKSOURCE_OF_RET prototype.
Proper error handling (rollback, errno value) will be changed later case by case, thus this change just return back an error or success in the init function.

This also enables us to implement callbacks for new states of clockevent devices, for example: ONESHOT_STOPPED.
We weren't doing anything in ->set_mode(RESUME or ONESHOT) and so tick_resume() set_state_oneshot() aren't implemented.

microblaze:allmodconfig complains for some configurations that 'heartbeat' is redefined as different kind of symbol. This is seen in test compiles of watchdog drivers, which often use 'heartbeat' as ststic variable.
Since 'heartbeat' is an unfortunate name for a global function, rename it to microblaze_heartbeat. Also rename the setup function to microblaze_setup_heartbeat.

Only one system timer can be setup. Do not initialize more system timers.
