Resolve remaining `clippy::identity_op` warnings

Remove needless use of `vec![…]` (vs. `[…]`)

Replace `assert!(false, …)`/`assert!(false)` with `panic!(…)`/`panic!()`

Unify `assert_eq!(…)`/`assert_ne!(…)` to take args in order of `…!(actual, expected)`
