[mlir] Split out a new ControlFlow dialect from Standard

This dialect is intended to model lower level/branch based control-flow constructs. The initial set
of operations are: AssertOp, BranchOp, CondBranchOp, SwitchOp; all split out from the current
standard dialect.

[mlir-reduce] Reducer refactor.

* A Reducer is a kind of RewritePattern, so it's just the same as
writing graph rewrite.
* ReductionTreePass operates on Operation rather than ModuleOp, so that
* we are able to reduce a nested structure(e.g., module in module) by
* self-nesting.

Revert "[MLIR] Create memref dialect and move several dialect-specific ops from std."

This commit introduced a cyclic dependency:
Memref dialect depends on Standard because it used ConstantIndexOp.
Std depends on the MemRef dialect in its EDSC/Intrinsics.h

Working on a fix.

This reverts commit 8aa6c3765b924d86f623d452777eb76b83bf2787.

Create Optimization Pass Wrapper for MLIR Reduce

Create a reduction pass that accepts an optimization pass as argument
and only replaces the golden module in the pipeline if the output of the
optimization pass is smaller than the input and still exhibits the
interesting behavior.
