[TableGen][GlobalISel] Account for HwMode in RegisterBank register sizes
This patch generates TableGen descriptions for the specified register banks which contain a list of register sizes corresponding to the available HwModes. The appropriate size is used during codegen according to the current HwMode. As this HwMode was not available on generation, it is set upon construction of the RegisterBankInfo class. Targets simply need to provide the HwMode argument to the <target>GenRegisterBankInfo constructor.
The RISC-V RegisterBankInfo constructor has been updated accordingly (plus an unused argument removed).

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

In the transition period the DEBUG() macro is still present and aliased to the LLVM_DEBUG() one.

[ADT] Make Twine's copy constructor private.
There's a lot of misuse of Twine scattered around LLVM. This ranges in severity from benign (returning a Twine from a function by value that is just a string literal) to pretty sketchy (storing a Twine by value in a class). While there are some uses for copying Twines, most of the very compelling ones are confined to the Twine class implementation itself, and other uses are either dubious or easily worked around.
This patch makes Twine's copy constructor private, and fixes up all callsites.

TableGen support for parameterized register class information
This replaces TableGen's type inference to operate on parameterized types instead of MVTs, and as a consequence, some interfaces have changed: - Uses of MVTs are replaced by ValueTypeByHwMode. - EEVT::TypeSet is replaced by TypeSetByHwMode.
This affects the way that types and type sets are printed, and the tests relying on that have been updated.
There are certain users of the inferred types outside of TableGen itself, namely FastISel and GlobalISel. For those users, the way that the types are accessed have changed. For typical scenarios, these replacements can be used: - TreePatternNode::getType(ResNo) -> getSimpleType(ResNo) - TreePatternNode::hasTypeSet(ResNo) -> hasConcreteType(ResNo) - TypeSet::isConcrete -> TypeSetByHwMode::isValueTypeByHwMode(false)
For more information, please refer to the review page.

[TableGen] Fix some mismatches in the use of Namespace fields versus Target name in some of our emitters.
Some of our emitters were using the name of the Target to reference things that were created by others emitters using Namespace.
Apparently all targets have the same Target name as their instruction and register Namespace field?
Someone on IRC had a target that didn't do this and was getting build errors. This patch is a necessary, but maybe not sufficient fix.
