Re-land [CodeView] Add full repro to LF_BUILDINFO record
This patch writes the full -cc1 command into the resulting .OBJ, like MSVC does. This allows for external tools (Recode, Live++) to rebuild a source file without any external dependency but the .OBJ itself (other than the compiler) and without knowledge of the build system.
The LF_BUILDINFO record stores a full path to the compiler, the PWD (CWD at program startup), a relative or absolute path to the source, and the full CC1 command line. The stored command line is self-standing (does not depend on the environment). In the same way, MSVC doesn't exactly store the provided command-line, but an expanded version (a somehow equivalent of CC1) which is also self-standing.
For more information see PR36198 and D43002.

DebugInfo: Use clang's preferred names for integer types
This reverts c7f16ab3e3f27d944db72908c9c1b1b7366f5515 / r109694 - which suggested this was done to improve consistency with the gdb test suite. Possible that at the time GCC did not canonicalize integer types, and so matching types was important for cross-compiler validity, or that it was only a case of over-constrained test cases that printed out/tested the exact names of integer types.
In any case neither issue seems to exist today based on my limited testing - both gdb and lldb canonicalize integer types (in a way that happens to match Clang's preferred naming, incidentally) and so never print the original text name produced in the DWARF by GCC or Clang.
This canonicalization appears to be in `integer_types_same_name_p` for GDB and in `TypeSystemClang::GetBasicTypeEnumeration` for lldb.
(I tested this with one translation unit defining 3 variables - `long`, `long (*)()`, and `int (*)()`, and another translation unit that had main, and a function that took `long (*)()` as a parameter - then compiled them with mismatched compilers (either GCC+Clang, or Clang+(Clang with this patch applied)) and no matter the combination, despite the debug info for one CU naming the type "long int" and the other naming it "long", both debuggers printed out the name as "long" and were able to correctly perform overload resolution and pass the `long int (*)()` variable to the `long (*)()` function parameter)
Did find one hiccup, identified by the lldb test suite - that CodeView was relying on these names to map them to builtin types in that format. So added some handling for that in LLVM. (these could be split out into separate patches, but seems small enough to not warrant it - will do that if there ends up needing any reverti/revisiting)

Revert "[CodeGen] [WinException] Only produce handler data at the end of the function if needed"
This caused an explosion in ICF times during linking on Windows when libfuzzer instrumentation is enabled. For a small binary we see ICF time go from ~0 to ~10 s. For a large binary it goes from ~1 s to forevert (I gave up after 30 minutes).
See comment on the code review.

[CodeGen] [WinException] Only produce handler data at the end of the function if needed
If we are going to write handler data (that is written as variable length data following after the unwind info in .xdata), we need to emit the handler data immediately, but for cases where no such info is going to be written, skip emitting it right away. (Unwind info for all remaining functions that hasn't gotten it emitted directly is emitted at the end.)
This does slightly change the ordering of sections (triggering a bunch of updates to DebugInfo/COFF tests), but the change should be benign.
This also matches GCC's assembly output, which doesn't output .seh_handlerdata unless it actually is needed.
For ARM64, the unwind info can be packed into the runtime function entry itself (leaving no data in the .xdata section at all), but that can only be done if there's no follow-on data in the .xdata section. If emission of the unwind info is triggered via EmitWinEHHandlerData (or the .seh_handlerdata directive), which implicitly switches to the .xdata section, there's a chance of the caller wanting to pass further data there, so the packed format can't be used in that case.

Re-Re-land: [CodeView] Add full repro to LF_BUILDINFO record
This patch adds the missing information to the LF_BUILDINFO record, which allows for rebuilding a .CPP without any external dependency but the .OBJ itself (other than the compiler).
Some external tools that we are using (Recode, Live++) are extracting the information to reproduce a build without any knowledge of the build system. The LF_BUILDINFO stores a full path to the compiler, the PWD (CWD at program startup), a relative or absolute path to the TU, and the full CC1 command line. The command line needs to be freestanding (not depend on any environment variables). In the same way, MSVC doesn't store the provided command-line, but an expanded version (somehow their equivalent of CC1) which is also freestanding.
For more information see PR36198 and D43002.

Re-land [CodeView] Add full repro to LF_BUILDINFO record
This patch adds some missing information to the LF_BUILDINFO which allows for rebuilding an .OBJ without any external dependency but the .OBJ itself (other than the compiler executable).
Some tools need this information to reproduce a build without any knowledge of the build system. The LF_BUILDINFO therefore stores a full path to the compiler, the PWD (which is the CWD at program startup), a relative or absolute path to the TU, and the full CC1 command line. In the same way, MSVC doesn't store the provided command-line, but an expanded version (somehow their equivalent of CC1) which is also freestanding.
