[WebAssembly] Always emit functype directives for defined functions
This fixes bug <https://github.com/llvm/llvm-project/issues/54022>. For now this means that defined functions will have two .functype directives emitted. Given discussion in that bug has suggested interest in moving towards using something other than .functype to mark the beginning of a function (which would, as a side-effect, solve this issue), this patch doesn't attempt to avoid that duplication.
Some test cases that used CHECK-LABEL: foo rather than CHECK-LABEL: foo: are broken by this change. This patch updates those test cases to always have a colon at the end of the CHECK-LABEL string.

[WebAssembly] Generate unreachable after __stack_chk_fail
`__stack_chk_fail` does not return, but `unreachable` was not generated following `call __stack_chk_fail`. This had a possibility to generate an invalid binary for functions with a return type, because `__stack_chk_fail`'s return type is void and `call __stack_chk_fail` can be the last instruction in the function whose return type is non-void. Generating `unreachable` after it makes sure CFGStackify's `fixEndsAtEndOfFunction` handles it correctly.

Use SETNE directly rather than SUB/SETNE 0 for stack guard check
Summary: Backends should fold the subtraction into the comparison, but not all seem to. Moreover, on targets where pointers are not integers, such as CHERI, an integer subtraction is not appropriate. Instead we should just compare the two pointers directly, as this should work everywhere and potentially generate more efficient code.

[WebAssembly] Define the signature for __stack_chk_fail
The WebAssembly backend needs to know the signatures of all runtime libcall functions. This adds the signature for __stack_chk_fail which was previously missing.
Also, make the error message for a missing libcall include the name of the function.
