`IMAGE_REL_ARM64_REL64/IMAGE_REL_AMD64_REL64` do not exist and `.quad a - .` is currently not representable.
For instrumentation, `.quad a - .` is useful representing a cross-section reference in a metadata section, to allow ELF medium/large code models. The COFF limitation makes such generic instrumentations inconvenient. I plan to make a PGO/coverage metadata section field relative in D104556.

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

[COFF] [X86] Don't use llvm_unreachable for unsupported relocation types
This can happen if assembling a reference to _GLOBAL_OFFSET_TABLE_.
While it doesn't make sense to try to assemble that for COFF, the fact that we previously used llvm_unreachable meant that the code had undefined behaviour if something tried to assemble that.
The configure script of libgmp would try to assemble such a snippet (which should signal a failure). If llvm is built without assertions, the undefined behaviour meant a (near) infinite loop.

Fixes the same ownership issue for COFF that r315245 did for MachO: WinCOFFObjectWriter takes ownership of its MCWinCOFFObjectTargetWriter, so we want to pass this through to the constructor via a unique_ptr, rather than a raw ptr.

ARM: fail less catastrophically on invalid Windows input
Windows supports a restricted set of relocations (compared to ARM ELF). In some cases, we may end up generating an unsupported relocation. This can occur with bad input to the assembler in particular (the frontend should never generate code that cannot be compiled). Generate an error rather than just aborting.
The change in the API is driven by the desire to provide a slightly more helpful message for debugging purposes.
