[AVR] Fix expanding MOVW for overlapping registers

When expanding a MOVW (16-bit copy) to two MOVs (8-bit copy), the
lower byte always comes first. This is incorrect for corner cases like
'$r24r23 -> $r25r24', in which the higher byte copy should come first.

[amdgpu] Handle the case where there is no scavenged register.

- When an unconditional branch is expanded into an indirect branch, if
there is no scavenged register, an SGPR pair needs spilling to enable
the destination PC calculation. In addition, before jumping into the
destination, that clobbered SGPR pair need restoring.
- As SGPR cannot be spilled to or restored from memory directly, the
spilling/restoring of that SGPR pair reuses the regular SGPR spilling
support but without spilling it into memory. As that spilling and
restoring points are fully controlled, we only need to spill that SGPR
into the temporary VGPR, which needs spilling into its emergency slot.
- The target-specific hook is revised to take additional restore block,
where the restoring code is filled. After that, the relaxation will
place that restore block directly before the destination block and
insert an unconditional branch in any fall-through block into the
destination block.

[AVR] Rewrite the function calling convention.

Summary:
The previous version relied on the standard calling convention using
std::reverse() to try to force the AVR ABI. But this only works for
simple cases, it fails for example with aggregate types.

This patch rewrites the calling convention with custom C++ code, that
implements the ABI defined in https://gcc.gnu.org/wiki/avr-gcc.

To do that it adds a few 16-bit pseudo registers for unaligned argument
passing, such as R24R23. For example this function:

define void @fun({ i8, i16 } %a)

will pass %a.0 in R22 and %a.1 in R24R23.

There are no instructions that can use these pseudo registers, so a new
register class, DREGSMOVW, is defined to make them apart.

Also the ArgCC_AVR_BUILTIN_DIV is no longer necessary, as it is
identical to the C++ behavior (actually the clobber list is more strict
for __div* functions, but that is currently unimplemented).

Implementation of asm-goto support in LLVM

This patch accompanies the RFC posted here:
http://lists.llvm.org/pipermail/llvm-dev/2018-October/127239.html

This patch adds a new CallBr IR instruction to support asm-goto
inline assembly like gcc as used by the linux kernel. This
instruction is both a call instruction and a terminator
instruction with multiple successors. Only inline assembly
usage is supported today.

This also adds a new INLINEASM_BR opcode to SelectionDAG and
MachineIR to represent an INLINEASM block that is also
considered a terminator instruction.

There will likely be more bug fixes and optimizations to follow
this, but we felt it had reached a point where we would like to
switch to an incremental development model.

Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

[DebugInfo] Examine all uses of isDebugValue() for debug instructions.

Because we create a new kind of debug instruction, DBG_LABEL, we need to
check all passes which use isDebugValue() to check MachineInstr is debug
instruction or not. When expelling debug instructions, we should expel
both DBG_VALUE and DBG_LABEL. So, I create a new function,
isDebugInstr(), in MachineInstr to check whether the MachineInstr is
debug instruction or not.

This patch has no new test case. I have run regression test and there is
no difference in regression test.
