Currently, this patch will look for the "toc-data" attribute on symbols in the IR, and then add those symbols to the TOC. ATM, this is implemented for 32 bit AIX.

This patch allows generating TLS variables in assembly files on AIX. Initialized and external uninitialized variables are generated with the .csect pseudo-op and local uninitialized variables are generated with the .comm/.lcomm pseudo-ops. The patch also adds a check to explicitly say that TLS is not yet supported on AIX.

Summary: Emit the correct .toc psuedo op when we change to the TOC and emit TC entries. Make sure TOC psuedos get the right symbols via overriding getMCSymbolForTOCPseudoMO on AIX. Add a test for TOC assembly writing and update tests to include TOC entries.
Also make sure external globals have a csect set and handle external function descriptor (originally authored by Jason Liu) so we can emit TOC entries for them.

Summary: We are using symbols to represent label and csect interchangeably before, and that could be a problem. There are cases we would need to add storage mapping class to the symbol if that symbol is actually the name of a csect, but it's hard for us to figure out whether that symbol is a label or csect.
This patch intend to do the following: 1. Construct a QualName (A name include the storage mapping class) MCSymbolXCOFF for every MCSectionXCOFF. 2. Keep a pointer to that QualName inside of MCSectionXCOFF. 3. Use that QualName whenever we need a symbol refers to that MCSectionXCOFF. 4. Adapt the snowball effect from the above changes in XCOFFObjectWriter.cpp.

Handle the case of BSS locals in PPCAIXAsmPrinter by using EmitXCOFFLocalCommonSymbol. Adds a test for generating .lcomm on AIX Targets.
