This pass inserts the necessary CFI instructions to compensate for the inconsistency of the call-frame information caused by linear (non-CGA aware) nature of the unwind tables.
Unlike the `CFIInstrInserer` pass, this one almost always emits only `.cfi_remember_state`/`.cfi_restore_state`, which results in smaller unwind tables and also transparently handles custom unwind info extensions like CFA offset adjustement and save locations of SVE registers.
This pass takes advantage of the constraints taht LLVM imposes on the placement of save/restore points (cf. `ShrinkWrap.cpp`):
* there is a single basic block, containing the function prologue
* possibly multiple epilogue blocks, where each epilogue block is complete and self-contained, i.e. CSR restore instructions (and the corresponding CFI instructions are not split across two or more blocks.
* prologue and epilogue blocks are outside of any loops
Thus, during execution, at the beginning and at the end of each basic block the function can be in one of two states:
- "has a call frame", if the function has executed the prologue, or has not executed any epilogue
- "does not have a call frame", if the function has not executed the prologue, or has executed an epilogue
These properties can be computed for each basic block by a single RPO traversal.
From the point of view of the unwind tables, the "has/does not have call frame" state at beginning of each block is determined by the state at the end of the previous block, in layout order.
Where these states differ, we insert compensating CFI instructions, which come in two flavours:
- CFI instructions, which reset the unwind table state to the initial one. This is done by a target specific hook and is expected to be trivial to implement, for example it could be: ``` .cfi_def_cfa <sp>, 0 .cfi_same_value <rN> .cfi_same_value <rN-1> ... ``` where `<rN>` are the callee-saved registers.
- CFI instructions, which reset the unwind table state to the one created by the function prologue. These are the sequence: ``` .cfi_restore_state .cfi_remember_state ``` In this case we also insert a `.cfi_remember_state` after the last CFI instruction in the function prologue.

AMDGPU is unusual in that the both stack is indexed in the same direction as stack growth (up). We therefore always need the emergency stack slots placed as low as possible to ensure they are in range of load/store instruction immediate offsets. The existing logic is mostly OK, but failed if we required stack realignment.
I don't understand what the existing control isFPCloseToIncomingSP is supposed to mean, but can only be used to stop placing the scavenge slots earlier. Make this explicit so that targets can opt-in rather than opt-out only.

[SVE] Return StackOffset for TargetFrameLowering::getFrameIndexReference.
To accommodate frame layouts that have both fixed and scalable objects on the stack, describing a stack location or offset using a pointer + uint64_t is not sufficient. For this reason, we've introduced the StackOffset class, which models both the fixed- and scalable sized offsets.
The TargetFrameLowering::getFrameIndexReference is made to return a StackOffset, so that this can be used in other interfaces, such as to eliminate frame indices in PEI or to emit Debug locations for variables on the stack.
This patch is purely mechanical and doesn't change the behaviour of how the result of this function is used for fixed-sized offsets. The patch adds various checks to assert that the offset has no scalable component, as frame offsets with a scalable component are not yet supported in various places.

Target-independent: add a method getDwarfFrameBase to TargetFrameLowering. It describes how the Dwarf frame base will be encoded. That can be a register (the default), the CFA (which replaces NVPTX-specific logic in DwarfCompileUnit), or a DW_OP_WASM_location descriptr.
WebAssembly: Allow WebAssemblyFunctionInfo::getFrameRegister to return the correct virtual register instead of FP32/SP32 after WebAssemblyReplacePhysRegs has run. Make WebAssemblyExplicitLocals store the local it allocates for the frame register. Use this local information to implement getDwarfFrameBase
The result is that the DW_AT_frame_base attribute is correctly encoded for each subprogram, and each param and local variable has a correct DW_AT_location that uses DW_OP_fbreg to refer to the frame base.
This is a reland of rG3a05c3969c18 with fixes for the expensive-checks and Windows builds

llvm/test/DebugInfo/MIR/X86/live-debug-values-reg-copy.mir failed with EXPENSIVE_CHECKS enabled, causing the patch to be reverted in rG2c496bb5309c972d59b11f05aee4782ddc087e71.
This patch relands the patch with a proper fix to the live-debug-values-reg-copy.mir tests, by ensuring the MIR encodes the callee-saves correctly so that the CalleeSaved info is taken from MIR directly, rather than letting it be recalculated by the PEI pass. I've done this by running `llc -stop-before=prologepilog` on the LLVM IR as captured in the test files, adding the extra MOV instructions that were manually added in the original test file, then running `llc -run-pass=prologepilog` and finally re-added the comments for the MOV instructions.

This patch fixes a bug exposed by D65653 where a subsequent invocation of `determineCalleeSaves` ends up with a different size for the callee save area, leading to different frame-offsets in debug information.
In the invocation by PEI, `determineCalleeSaves` tries to determine whether it needs to spill an extra callee-saved register to get an emergency spill slot. To do this, it calls 'estimateStackSize' and manually adds the size of the callee-saves to this. PEI then allocates the spill objects for the callee saves and the remaining frame layout is calculated accordingly.
A second invocation in LiveDebugValues causes estimateStackSize to return the size of the stack frame including the callee-saves. Given that the size of the callee-saves is added to this, these callee-saves are counted twice, which leads `determineCalleeSaves` to believe the stack has become big enough to require spilling an extra callee-save as emergency spillslot. It then updates CalleeSavedStackSize with a larger value.
Since CalleeSavedStackSize is used in the calculation of the frame offset in getFrameIndexReference, this leads to incorrect offsets for variables/locals when this information is recalculated after PEI.
This patch fixes the lldb unit tests in `functionalities/thread/concurrent_events/*`
Changes after D66935:
Ensures AArch64FunctionInfo::getCalleeSavedStackSize does not return the uninitialized CalleeSavedStackSize when running `llc` on a specific pass where the MIR code has already been expected to have gone through PEI.
Instead, getCalleeSavedStackSize (when passed the MachineFrameInfo) will try to recalculate the CalleeSavedStackSize from the CalleeSavedInfo. In debug mode, the compiler will assert the recalculated size equals the cached size as calculated through a call to determineCalleeSaves.
This fixes two tests: test/DebugInfo/AArch64/asan-stack-vars.mir test/DebugInfo/AArch64/compiler-gen-bbs-livedebugvalues.mir that otherwise fail when compiled using msan.

[AArch64][DebugInfo] Do not recompute CalleeSavedStackSize
This patch fixes a bug exposed by D65653 where a subsequent invocation of `determineCalleeSaves` ends up with a different size for the callee save area, leading to different frame-offsets in debug information.
In the invocation by PEI, `determineCalleeSaves` tries to determine whether it needs to spill an extra callee-saved register to get an emergency spill slot. To do this, it calls 'estimateStackSize' and manually adds the size of the callee-saves to this. PEI then allocates the spill objects for the callee saves and the remaining frame layout is calculated accordingly.
A second invocation in LiveDebugValues causes estimateStackSize to return the size of the stack frame including the callee-saves. Given that the size of the callee-saves is added to this, these callee-saves are counted twice, which leads `determineCalleeSaves` to believe the stack has become big enough to require spilling an extra callee-save as emergency spillslot. It then updates CalleeSavedStackSize with a larger value.
Since CalleeSavedStackSize is used in the calculation of the frame offset in getFrameIndexReference, this leads to incorrect offsets for variables/locals when this information is recalculated after PEI.

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.
