This is a partial reapply of the original commit and the followup commit that were previously reverted; this reapply also includes a small fix for a potential source of non-determinism, but also has a small change to turn off variadic debug value salvaging, to ensure that any future revert/reapply steps to disable and renable this feature do not risk causing conflicts.

Previous build failures were caused by an error in bitcode reading and writing for DIArgList metadata, which has been fixed in e5d844b587. There were also some unnecessary asserts that were being triggered on certain builds, which have been removed.

This patch adds support for representing Fortran `character(n)`.
Primarily patch is based out of D54114 with appropriate modifications.
Test case IR is generated using our downstream classic-flang. We're in process of upstreaming flang PR's but classic-flang has dependencies on llvm, so this has to get in first.
Patch includes functional test case for both IR and corresponding dwarf, furthermore it has been manually tested as well using GDB.

Summary: The MergeValues() function would try to merge two entries if they shared the same beginning label. Having the same beginning label means that the former entry's range would be empty; however, after D55919 we no longer create entries for empty ranges, so we can no longer land in a situation where that check in MergeValues would succeed. Instead, the "merging" is done by keeping the live values from the preceding empty ranges in OpenRanges, and adding them to the first non-empty range.

The new DW_OP_LLVM_convert is used from lib/Transforms/Utils/Local.cpp to perform sext/zext on debug values but mainly the patch is about preparing terrain for adding other Dwarf v5 ops that need to reference a base_type.
For Dwarf v5 the op maps to DW_OP_convert and for earlier versions a complex shift & mask pattern is generated to emulate sext/zext.
This is a recommit of r356442 with trivial fixes for the failing tests.

We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

Summary: r327219 added wrappers to std::sort which randomly shuffle the container before sorting. This will help in uncovering non-determinism caused due to undefined sorting order of objects having the same key.
To make use of that infrastructure we need to invoke llvm::sort instead of std::sort.
Note: This patch is one of a series of patches to replace *all* std::sort to llvm::sort. Refer the comments section in D44363 for a list of all the required patches.
