Sink all InitializePasses.h includes
This file lists every pass in LLVM, and is included by Pass.h, which is very popular. Every time we add, remove, or rename a pass in LLVM, it caused lots of recompilation.
I found this fact by looking at this table, which is sorted by the number of times a file was changed over the last 100,000 git commits multiplied by the number of object files that depend on it in the current checkout: recompiles touches affected_files header 342380 95 3604 llvm/include/llvm/ADT/STLExtras.h 314730 234 1345 llvm/include/llvm/InitializePasses.h 307036 118 2602 llvm/include/llvm/ADT/APInt.h 213049 59 3611 llvm/include/llvm/Support/MathExtras.h 170422 47 3626 llvm/include/llvm/Support/Compiler.h 162225 45 3605 llvm/include/llvm/ADT/Optional.h 158319 63 2513 llvm/include/llvm/ADT/Triple.h 140322 39 3598 llvm/include/llvm/ADT/StringRef.h 137647 59 2333 llvm/include/llvm/Support/Error.h 131619 73 1803 llvm/include/llvm/Support/FileSystem.h
Before this change, touching InitializePasses.h would cause 1345 files to recompile. After this change, touching it only causes 550 compiles in an incremental rebuild.

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

[Debugify] Don't apply DI before the bitcode writer pass
Applying synthetic debug info before the bitcode writer pass has no testing-related purpose. This commit prevents that from happening.
It also adds tests which check that IR produced with/without -debugify-each enabled is identical after stripping. This makes it possible to check that individual passes (or full pipelines) are invariant to debug info.

Split Bitcode/ReaderWriter.h into separate reader and writer headers
Summary: Split ReaderWriter.h which contains the APIs into both the BitReader and BitWriter libraries into BitcodeReader.h and BitcodeWriter.h.
This is to address Chandler's concern about sharing the same API header between multiple libraries (BitReader and BitWriter). That concern is why we create a single bitcode library in our downstream build of clang, which led to r286297 being reverted as it added a dependency that created a cycle only when there is a single bitcode library (not two as in upstream).

[PM] Remove support for omitting the AnalysisManager argument to new pass manager passes' `run` methods.
This removes a bunch of SFINAE goop from the pass manager and just requires pass authors to accept `AnalysisManager<IRUnitT> &` as a dead argument. This is a small price to pay for the simplicity of the system as a whole, despite the noise that changing it causes at this stage.
This will also helpfull allow us to make the signature of the run methods much more flexible for different kinds af passes to support things like intelligently updating the pass's progression over IR units.
While this touches many, many, files, the changes are really boring. Mostly made with the help of my trusty perl one liners.
Thanks to Sean and Hal for bouncing ideas for this with me in IRC.

[ThinLTO] Move summary computation from BitcodeWriter to new pass
Summary: This is the first step in also serializing the index out to LLVM assembly.
The per-module summary written to bitcode is moved out of the bitcode writer and to a new analysis pass (ModuleSummaryIndexWrapperPass). The pass itself uses a new builder class to compute index, and the builder class is used directly in places where we don't have a pass manager (e.g. llvm-as).
Because we are computing summaries outside of the bitcode writer, we no longer can use value ids created by the bitcode writer's ValueEnumerator. This required changing the reference graph edge type to use a new ValueInfo class holding a union between a GUID (combined index) and Value* (permodule index). The Value* are converted to the appropriate value ID during bitcode writing.
Also, this enables removal of the BitWriter library's dependence on the Analysis library that was previously required for the summary computation.

Support for function summary index bitcode sections and files.
Summary: The bitcode format is described in this document: https://drive.google.com/file/d/0B036uwnWM6RWdnBLakxmeDdOeXc/view For more info on ThinLTO see: https://sites.google.com/site/llvmthinlto
The first customer is ThinLTO, however the data structures are designed and named more generally based on prior feedback. There are a few comments regarding how certain interfaces are used by ThinLTO, and the options added here to gold currently have ThinLTO-specific names as the behavior they provoke is currently ThinLTO-specific.
This patch includes support for generating per-module function indexes, the combined index file via the gold plugin, and several tests (more are included with the associated clang patch D11908).

uselistorder: Remove the global bits
Remove all the global bits to do with preserving use-list order by moving the `cl::opt`s to the individual tools that want them. There's a minor functionality change to `libLTO`, in that you can't send in `-preserve-bc-uselistorder=false`, but making that bit settable (if it's worth doing) should be through explicit LTO API.
As a drive-by fix, I removed some includes of `UseListOrder.h` that were made unnecessary by recent commits.

[PM] Switch the new pass manager to use a reference-based API for IR units.
This was debated back and forth a bunch, but using references is now clearly cleaner. Of all the code written using pointers thus far, in only one place did it really make more sense to have a pointer. In most cases, this just removes immediate dereferencing from the code. I think it is much better to get errors on null IR units earlier, potentially at compile time, than to delay it.
Most notably, the legacy pass manager uses references for its routines and so as more and more code works with both, the use of pointers was likely to become really annoying. I noticed this when I ported the domtree analysis over and wrote the entire thing with references only to have it fail to compile. =/ It seemed better to switch now than to delay. We can, of course, revisit this is we learn that references are really problematic in the API.
