Now that VS2022 is on general release, LLVM is expected to build on VS2017, VS2019 and VS2022, which is proving hazardous to maintain due to changes in behaviour including preprocessor and constexpr changes. Plus of the few developers that work with VS, many have already moved to VS2019/22.
This patch proposes to raise the minimum supported version to VS2019 (16.x) - I've made the hard limit 16.0 or later, with the soft limit VS2019 16.7 - older versions of VS2019 are "allowed" (at your own risk) via the LLVM_FORCE_USE_OLD_TOOLCHAIN cmake flag.

LLVM passes overaligned objects by value, which MSVC 19.1 didn't support on x86_32. MSVC added this support somewhere between 19.1 and 19.14, but godbolt doesn't have 19.11, 19.12, or 19.13 so I can't test before 19.14: https://gcc.godbolt.org/z/75YoEz
Even if users are using the Visual Studio 2017 series of Visual C++ toolchains, they should've already updated to 19.14 or newer at this point, or they wouldn't be able to build LLVM. This just raises the CMake required minimum version so the build fails earlier.

Summary: Back in January I changed the minimum toolchain version required to build clang and LLVM: D57264. Since then we've release LLVM 8, following [our process](http://llvm.org/docs/DeveloperPolicy.html#toolchain) it's therefore now a good time to remove the soft-error and officially deprecate older toolchains. I tried this out last Tursday night to see if any bots complained, and I saw no complaints. I also manually audited bots and didn't see any bot that should break, but their toolchain information is unreliable and some bots are offline.
Once this patch stick we'll move to C++14 as we've [already agreed](http://lists.llvm.org/pipermail/llvm-dev/2019-January/129452.html).

Summary: The date-based approach to detecting unsupported versions of libstdc++ does not handle bug fix releases of older versions. As an example, the `__GLIBCXX__` value associated with version 5.1, `20150422`, is less than the values associated with versions 4.8.5 and 4.9.3.
This patch adds secondary checks based on certain properties in sufficiently new versions of libstdc++.

In particular, this is needed when cross compiling from Darwin to Linux, since --sysroot is required to find headers and libraries.
Cmake has a similar bug in check_include_file[_cxx] where CMAKE_REQUIRED_LIBRARIES isn't passed, which causes try_compile to fail. (please see https://gitlab.kitware.com/cmake/cmake/merge_requests/1620)

Reverting r285406, which was a temporary workaround to get one of the documentation bots upgraded to something newer than GCC 4.7. This restores the check for GCC 4.8.
