This is how it should've been and brings it more in line with std::string_view. There should be no functional change here.
This is mostly mechanical from a custom clang-tidy check, with a lot of manual fixups. It uncovers a lot of minor inefficiencies.
This doesn't actually modify StringRef yet, I'll do that in a follow-up.

Summary: A *.cpp file header in LLDB (and in LLDB) should like this: ``` //===-- TestUtilities.cpp -------------------------------------------------===// ``` However in LLDB most of our source files have arbitrary changes to this format and these changes are spreading through LLDB as folks usually just use the existing source files as templates for their new files (most notably the unnecessary editor language indicator `-*- C++ -*-` is spreading and in every review someone is pointing out that this is wrong, resulting in people pointing out that this is done in the same way in other files).
This patch removes most of these inconsistencies including the editor language indicators, all the different missing/additional '-' characters, files that center the file name, missing trailing `===//` (mostly caused by clang-format breaking the line).

Summary: While investigating breakages caused by D63110, I noticed we were building the short options strings in three places. Some of them used a leading ':' to detect missing arguments, and some didn't. This was the indirect cause of D63110. Here, I move the common code into a utility function.
Also, unify the code which appends the sentinel value at the end of the option vector, and make it harder for users to pass invalid argc-argv combos to getopt (another component of D63110) by having the OptionParser::Parse function take a (Mutable)ArrayRef.
This unification has uncovered that we don't handle missing arguments while building aliases, However, it's not possible to write an effective test for this, as right now it is not possible to return an error out of the alias parsing code (which means we are printing the generic "failure" message even after this patch).

This commit is the result of modernizing the LLDB codebase by using `nullptr` instread of `0` or `NULL`. See https://clang.llvm.org/extra/clang-tidy/checks/modernize-use-nullptr.html for more information.
This is the command I ran and I to fix and format the code base:
``` run-clang-tidy.py \ -header-filter='.*' \ -checks='-*,modernize-use-nullptr' \ -fix ~/dev/llvm-project/lldb/.* \ -format \ -style LLVM \ -p ~/llvm-builds/debug-ninja-gcc ```
NOTE: There were also changes to `llvm/utils/unittest` but I did not include them because I felt that maybe this library shall be updated in isolation somehow.
NOTE: I know this is a rather large commit but it is a nobrainer in most parts.

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

Firstly, merging this particular commit into a downstream fork may be a huge effort. Alternatively, it may be worth merging all changes up to this commit, performing the same reformatting operation locally, and then discarding the merge for this particular commit. The commands used to accomplish this reformatting were as follows (with current working directory as the root of the repository):
find . \( -iname "*.c" -or -iname "*.cpp" -or -iname "*.h" -or -iname "*.mm" \) -exec clang-format -i {} + find . -iname "*.py" -exec autopep8 --in-place --aggressive --aggressive {} + ;
The version of clang-format used was 3.9.0, and autopep8 was 1.2.4.
Secondly, “blame” style tools will generally point to this commit instead of a meaningful prior commit. There are alternatives available that will attempt to look through this change and find the appropriate prior commit. YMMV.

Earlier this week I was able to get clang-cl on Windows to be able to self host. This opened the door to being able to get a whole new slew of warnings for the Win

This patch fixes all of the warnings, many of which were real bugs.

Fix tests broken by the OptionValidator changes.
The getopt library has a structure called option (lowercase). We have a structure called Option (uppercase). previously the two structures had exactly the same definitions, and we were doing a C-style cast of an Option* to an option*. C-style casts don't bother to warn you when you cast to unrelated types, but in the original OptionValidator patch I modified the definition of Option.
This patch fixes the errors by building an array of option structures and filling it out the correct way before passing it to the getopt library.
This also fixes one other source of test failures: an uninitialized read that occurs due to not initializing a field of the OptionDefinition.

Improved the detection of a valid GDB server where we actually can connect to a socket, but then it doesn't read or write anything (which happens with some USB mux software).
Host::MakeDirectory() now can make as many intermediate directories as needed.
The testsuite now has very initial support for remote test suite running. When running on a remote platform, the setUp function for the test will make a new directory and select it as the working directory on the remote host.
Added a common function that can be used to create the short option string for getopt_long calls.
