[libcxx] [Windows] Use the standard vsnprintf instead of _vsnprintf
In ancient Microsoft C runtimes, there might only have been a nonstandard `_vsnprintf` instead of the standard `vsnprintf`, but in modern versions (the only ones relevant for libc++), both are available.
In MinGW configurations built with `__USE_MINGW_ANSI_STDIO=1` (as it is built in CI), `vsnprintf` provides a more standards compliant behaviour than what Microsoft's CRT provides, while `_vsnprintf` retains the Microsoft C runtime specific quirks.

[libc++] Remove "// -*- C++ -*-" comments from all .cpp files. NFCI.
Even if these comments have a benefit in .h files (for editors that care about language but can't be configured to treat .h as C++ code), they certainly have no benefit for files with the .cpp extension.
Discussed in D110794.

[SystemZ][z/OS] vasprintf fix libc++
The aim is to use the correct vasprintf implementation for z/OS libc++, where a copy of va_list ap is needed. In particular, it avoids the potential that the initial internal call to vsnprintf will modify ap and the subsequent call to vsnprintf will use that modified ap.

Update more file headers across all of the LLVM projects in the monorepo to reflect the new license. These used slightly different spellings that defeated my regular expressions.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.
