This implements the following changes: * AutoType retains sugared deduced-as-type. * Template argument deduction machinery analyses the sugared type all the way down. It would previously lose the sugar on first recursion. * Undeduced AutoType will be properly canonicalized, including the constraint template arguments. * Remove the decltype node created from the decltype(auto) deduction.
As a result, we start seeing sugared types in a lot more test cases, including some which showed very unfriendly `type-parameter-*-*` types.

When we determine that a function template specialization produced as part of template argument deduction is ill-formed, we mark it as invalid and treat it as a deduction failure. If we happen to find that specialization again, treat it as a deduction failure rather than silently building a call to the declaration.
Fixes PR11117, a marvelous bug where deduction failed after creating an invalid specialization, causing overload resolution to pick a different candidate. Then we performed a similar overload resolution later, and happily picked the invalid specialization to call... resulting in a silent link failure.

Keep track of more information within the template instantiation stack, e.g., by distinguishing between substitution that occurs for template argument deduction vs. explicitly-specifiad template arguments. This is used both to improve diagnostics and to make sure we only provide SFINAE in those cases where SFINAE should apply.
In addition, deal with the sticky issue where SFINAE only considers substitution of template arguments into the *type* of a function template; we need to issue hard errors beyond this point, as test/SemaTemplate/operator-template.cpp illustrates.
