[analyzer] Fix static_cast on pointer-to-member handling
This commit fixes bug #48739. The bug was caused by the way static_casts on pointer-to-member caused the CXXBaseSpecifier list of a MemberToPointer to grow instead of shrink. The list is now grown by implicit casts and corresponding entries are removed by static_casts. No-op static_casts cause no effect.

[analyzer] Fix crash with pointer to members values
This fix unifies all of the different ways we handled pointer to members into one. The crash was caused by the fact that the type of pointer-to-member values was `void *`, and while this works for the vast majority of cases it breaks when we actually need to explain the path for the report.

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license.
We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

Drop the ASTContext.h include from Stmt.h and fix up transitive users.
This required moving the ctors for IntegerLiteral and FloatingLiteral out of line which shouldn't change anything as they are usually called through Create methods that are already out of line.
ASTContext::Deallocate has been a nop for a long time, drop it from ASTVector and make it independent from ASTContext.h
