Currently, we have no front-end type for ppc_fp128 type in IR. PowerPC target generates ppc_fp128 type from long double now, but there's option (-mabi=(ieee|ibm)longdouble) to control it and we're going to do transition from IBM extended double-double ppc_fp128 to IEEE fp128 in the future.
This patch adds type __ibm128 which always represents ppc_fp128 in IR, as what GCC did for that type. Without this type in Clang, compilation will fail if compiling against future version of libstdcxx (which uses __ibm128 in headers).
Although all operations in backend for __ibm128 is done by software, only PowerPC enables support for it.
There's something not implemented in this commit, which can be done in future ones:
- Literal suffix for __ibm128 type. w/W is suitable as GCC documented. - __attribute__((mode(IF))) should be for __ibm128. - Complex __ibm128 type.

This treats _Atomic the same as the the TypenameMacros and decltype. It also allows some cleanup by removing checks whether the token before a paren is kw_decltype and instead checking for TT_TypeDeclarationParen. While touching this code also extend the decltype test cases to also check for typeof() and _Atomic(T).

In detail this patch: - introduces an opaque, storage-only C-type __bf16, which introduces a new bfloat IR type.

We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository.

We've been running doxygen with the autobrief option for a couple of years now. This makes the \brief markers into our comments redundant. Since they are a visual distraction and we don't want to encourage more \brief markers in new code either, this patch removes them all.

It adds support for the __float128 keyword, literals and target feature to enable it. Based on the latter of the two aforementioned reviews, this feature is enabled on Linux on i386/X86 as well as SystemZ. This is also the second attempt in commiting this feature. The first attempt did not enable it on required platforms which caused failures when compiling type_traits with -std=gnu++11.
If you see failures with compiling this header on your platform after this commit, it is likely that your platform needs to have this feature enabled.

Since this patch provided support for the __float128 type but disabled it on all platforms by default, some platforms can't compile type_traits with -std=gnu++11 since there is a specialization with __float128. This reverts the patch until D19125 is approved (i.e. we know which platforms need this support enabled).
