perf build: Add pylint build tests

If PYLINT=1 is passed to the build then run pylint over python code in
perf. Unlike shellcheck this isn't default on as there are currently
too many errors.

perf util: Make util its own library

Make the util directory into its own library. This is done to avoid
compiling code twice, once for the perf tool and once for the perf
python module. For conveni

Python scripting can be used without libtraceevent. In particular,
scripting for Intel PT does not use tracepoints, and so does not need
libtrac

Python scripting can be used without libtraceevent. In particular,
scripting for Intel PT does not use tracepoints, and so does not need
libtraceevent support.

Alter the build and employ conditional compilation to allow Python
scripting without libtraceevent.

Example:

Before:

$ ldd `which perf` | grep -i python
$ ldd `which perf` | grep -i libtraceevent
$ perf record -e intel_pt//u uname
Linux
