xfrm: Provide API to register translator module

Add a skeleton for xfrm_compat module and provide API to register it in
xfrm_state.ko. struct xfrm_translator will have function pointers to
translate messages received from 32-bit userspace or to be sent to it
from 64-bit kernel.
module_get()/module_put() are used instead of rcu_read_lock() as the
module will vmalloc() memory for translation.
The new API is registered with xfrm_state module, not with xfrm_user as
the former needs translator for user_policy set by setsockopt() and
xfrm_user already uses functions from xfrm_state.

esp, ah: modernize the crypto algorithm selections

The crypto algorithms selected by the ESP and AH kconfig options are
out-of-date with the guidance of RFC 8221, which lists the legacy
algorithms MD5 and DES as "MUST NOT" be implemented, and some more
modern algorithms like AES-GCM and HMAC-SHA256 as "MUST" be implemented.
But the options select the legacy algorithms, not the modern ones.

Therefore, modify these options to select the MUST algorithms --
and *only* the MUST algorithms.

Also improve the help text.

Note that other algorithms may still be explicitly enabled in the
kconfig, and the choice of which to actually use is still controlled by
userspace. This change only modifies the list of algorithms for which
kernel support is guaranteed to be present.

treewide: replace '---help---' in Kconfig files with 'help'

Since commit 84af7a6194e4 ("checkpatch: kconfig: prefer 'help' over
'---help---'"), the number of '---help---' has been gradually
decreasing, but there are still more than 2400 instances.

This commit finishes the conversion. While I touched the lines,
I also fixed the indentation.

There are a variety of indentation styles found.

a) 4 spaces + '---help---'
b) 7 spaces + '---help---'
c) 8 spaces + '---help---'
d) 1 space + 1 tab + '---help---'
e) 1 tab + '---help---' (correct indentation)
f) 1 tab + 1 space + '---help---'
g) 1 tab + 2 spaces + '---help---'

In order to convert all of them to 1 tab + 'help', I ran the
following commend:

$ find . -name 'Kconfig*' | xargs sed -i 's/^[[:space:]]*---help---/\thelp/'

xfrm: add IPv6 support for espintcp

This extends espintcp to support IPv6, building on the existing code
and the new UDPv6 encapsulation support. Most of the code is either
reused directly (stream parser, ULP) or very similar to the IPv4

The separation of config options for IPv4 and IPv6 espintcp requires a
bit of Kconfig gymnastics to enable the core code.

xfrm: prefer secpath_set over secpath_dup

secpath_set is a wrapper for secpath_dup that will not perform
an allocation if the secpath attached to the skb has a reference count
of one, i.e., it doesn't need to be COW'ed.

Also, secpath_dup doesn't attach the secpath to the skb, it leaves
this to the caller.

Use secpath_set in places that immediately assign the return value to
skb.

This allows to remove skb->sp without touching these spots again.

secpath_dup can eventually be removed in followup patch.

ixgbe/ixgbevf: fix XFRM_ALGO dependency

Based on the original work from Arnd Bergmann.

When XFRM_ALGO is not enabled, the new ixgbe IPsec code produces a
link error:

drivers/net/ethernet/intel/ixgbe/ixgbe_ipsec.o: In function `ixgbe_ipsec_vf_add_sa':
ixgbe_ipsec.c:(.text+0x1266): undefined reference to `xfrm_aead_get_byname'

Simply selecting XFRM_ALGO from here causes circular dependencies, so
to fix it, we probably want this slightly more complex solution that is
similar to what other drivers with XFRM offload do:

A separate Kconfig symbol now controls whether we include the IPsec
offload code. To keep the old behavior, this is left as 'default y'. The
dependency in XFRM_OFFLOAD still causes a circular dependency but is
not actually needed because this symbol is not user visible, so removing
that dependency on top makes it all work.

xfrm: Add virtual xfrm interfaces

This patch adds support for virtual xfrm interfaces.
Packets that are routed through such an interface
are guaranteed to be IPsec transformed or dropped.
It is a generic virtual interface that ensures IPsec
transformation, no need to know what happens behind
the interface. This means that we can tunnel IPv4 and
IPv6 through the same interface and support all xfrm
modes (tunnel, transport and beet) on it.
