net, uapi: remove inclusion of arpa/inet.h

In include/uapi/linux/tipc_config.h, there's a comment that it includes
arpa/inet.h for ntohs; but ntohs is not defined in any UAPI header. For
now, reuse

In include/uapi/linux/tipc_config.h, there's a comment that it includes
arpa/inet.h for ntohs; but ntohs is not defined in any UAPI header. For
now, reuse the definitions from include/linux/byteorder/generic.h, since
the various conversion functions do exist in UAPI headers:
include/uapi/linux/byteorder/big_endian.h
include/uapi/linux/byteorder/little_endian.h

We would like to get to the point where we can build UAPI header tests
with -nostdinc, meaning that kernel UAPI headers should not have a
circular dependency on libc headers.

TLV_SET is called with a data pointer and a len parameter that tells us
how many bytes are pointed to by data. When invoking memcpy() we need
to careful to only copy len bytes.

Previously we would copy TLV_LENGTH(len) bytes which would copy an extra
4 bytes past the end of the data pointer which newer GCC versions
complain about.

We still want to ensure any padding bytes at the end are initialised, do
this with a explicit memset() rather than copy bytes past the end of
data. Apply the same logic to TCM_SET.

Currently, all bearers are configured with MTU value same as the
underlying L2 device. However, in case of bearers with media type
UDP, higher throughput is possible with a fixed and higher emulated
MTU value than adapting to the underlying L2 MTU.

In this commit, we introduce a parameter mtu in struct tipc_media
and a default value is set for UDP. A default value of 14k
was determined by experimentation and found to have a higher throughput
than 16k. MTU for UDP bearers are assigned the above set value of
media MTU.

Many user space API headers have licensing information, which is either
incomplete, badly formatted or just a shortha

License cleanup: add SPDX license identifier to uapi header files with a license

Many user space API headers have licensing information, which is either
incomplete, badly formatted or just a shorthand for referring to the
license under which the file is supposed to be. This makes it hard for
compliance tools to determine the correct license.

Update these files with an SPDX license identifier. The identifier was
chosen based on the license information in the file.

GPL/LGPL licensed headers get the matching GPL/LGPL SPDX license
identifier with the added 'WITH Linux-syscall-note' exception, which is
the officially assigned exception identifier for the kernel syscall
exception:

NOTE! This copyright does *not* cover user programs that use kernel
services by normal system calls - this is merely considered normal use
of the kernel, and does *not* fall under the heading of "derived work".

This exception makes it possible to include GPL headers into non GPL
code, without confusing license compliance tools.

Headers which have either explicit dual licensing or are just licensed
under a non GPL license are updated with the corresponding SPDX
identifier and the GPLv2 with syscall exception identifier. The format
is:
((GPL-2.0 WITH Linux-syscall-note) OR SPDX-ID-OF-OTHER-LICENSE)

SPDX license identifiers are a legally binding shorthand, which can be
used instead of the full boiler plate text. The update does not remove
existing license information as this has to be done on a case by case
basis and the copyright holders might have to be consulted. This will
happen in a separate step.

This patch is based on work done by Thomas Gleixner and Kate Stewart and
Philippe Ombredanne. See the previous patch in this series for the
methodology of how this patch was researched.

Introduce a framework for transcoding legacy nl action into actions
(.doit) calls from the new nl API. This is done by converting the
incoming TLV data into netlink data with nested netlink attributes.
Unfortunately due to the randomness of the legacy API we can't do this
generically so each legacy netlink command requires a specific
transcoding recipe. In this case for bearer enable and bearer disable.

Convert TIPC_CMD_ENABLE_BEARER and TIPC_CMD_DISABLE_BEARER into doit
compat calls.

Introduce a framework for dumping netlink data from the new netlink
API and formatting it to the old legacy API format. This is done by
looping the dump data and calling a format handler for each entity, in
this case a bearer.

We dump until either all data is dumped or we reach the limited buffer
size of the legacy API. Remember, the legacy API doesn't scale.

In this commit we convert TIPC_CMD_GET_BEARER_NAMES to use the compat
layer.
