Implement the core hooks in order to provide the softMAC layer support for passive scans. Scans are requested by the user and can be aborted.
Changing channels manually is prohibited during scans.
The implementation uses a workqueue triggered at a certain interval depending on the symbol duration for the current channel and the duration order provided. More advanced drivers with internal scheduling capabilities might require additional care but there is none mainline yet.
Received beacons during a passive scan are processed in a work queue and their result forwarded to the upper layer.
Active scanning is not supported yet.

The ieee802154 layer should be able to scan a set of channels in order to look for beacons advertizing PANs. Supporting this involves adding two user commands: triggering scans and aborting scans. The user should also be notified when a new beacon is received and also upon scan termination.
A scan request structure is created to list the requirements and to be accessed asynchronously when changing channels or receiving beacons.
Mac layers may now implement the ->trigger_scan() and ->abort_scan() hooks.

The 802154 specification details several filtering levels in which the PHY and the MAC could be. The amount of filtering will vary if they are in promiscuous mode or in scanning mode. Otherwise they are expected to do some very basic checks, such as enforcing the frame validity. Either the PHY is able to do so, and the MAC has nothing to do, or the PHY has a lower filtering level than expected and the MAC should take over.
For now we just define these levels in an enumeration.
In a second time, we will add a per-PHY parameter showing the expected filtering level as well as a per device current filtering level, and will initialize all these fields.
In a third time, we will use them to apply more filtering by software when the PHY is limited.
Indeed, if the drivers know they cannot reach the requested level of filtering, they will overwrite the "current filtering" parameter so that it reflects what they do. Then, in the core, the expected filtering level will be used to decide whether some additional software processing is needed or not.

This patch introduce two static inline functions. The first to get the frame control field from an sk_buff. The second is for checking on the acknowledgment request bit on the frame control field. Later we can introduce more functions to check on the frame control fields.
These will deprecate the current behaviour which requires a host-byteorder conversion and manually bit handling.

This patch cleanups needed_headroom, needed_tailroom and hard_header_len fields for wpan and lowpan interfaces.
For wpan interfaces the worst case mac header len should be part of needed_headroom, currently this is set as hard_header_len, but hard_header_len should be set to the minimum header length which xmit call assumes and this is the minimum frame length of 802.15.4. The hard_header_len value will check inside send callbacl of AF_PACKET raw sockets.
For lowpan interfaces, if fragmentation isn't needed the skb will call dev_hard_header for 802154 layer and queue it afterwards. This happens without new skb allocation, so we need the same headroom and tailroom lengths like 802154 inside 802154 6lowpan layer. At least we assume as minimum header length an ipv6 header size.

Currently, ieee802154_random_extended_addr() has a 50% chance of generating a group (multicast) address, while this function is used for generating station addresses (which can't be group addresses) for interfaces that don't have a hardware-provided address.
Also, in case get_random_bytes() generates the EUI-64 address 00:00:00:00:00:00:00:00 (extremely unlikely), which is an invalid address, ieee802154_random_extended_addr() reacts by changing it to 01:00:00:00:00:00:00:00, which is an invalid station address as well, as it is a group address.
This patch changes the address generation procedure to grab eight random bytes, treat that as an EUI-64, and then clear the Group address bit and set the Locally Administered bit, which is in line with how eth_random_addr() generates random EUI-48s.

This patch fix the max sifs size correction when the IEEE802154_HW_TX_OMIT_CKSUM flag is set. With this flag the sk_buff doesn't contain the CRC, because the transceiver will add the CRC while transmit.
Also add some defines for the max sifs frame size value and frame check sequence according to 802.15.4 standard.

This patch moves the 802.15.4 constraints WPAN_NUM_ defines into "net/ieee802154.h" which should contain all necessary 802.15.4 related information. Also rename these defines to a common name which is IEEE802154_MAX_CHANNEL and IEEE802154_MAX_PAGE.

This patch adds a new interframe spacing time handling into mac802154 layer. Interframe spacing time is a time period between each transmit. This patch adds a high resolution timer into mac802154 and starts on xmit complete with corresponding interframe spacing expire time if ifs_handling is true. We make it variable because it depends if interframe spacing time is handled by transceiver or mac802154. At the timer complete function we wake the netdev queue again. This avoids new frame transmit in range of interframe spacing time.
For synced driver we add no handling of interframe spacing time. This is currently a lack of support in all synced xmit drivers. I suppose it's working because the latency of workqueue which is needed to call spi_sync.

This patch adds support for setting short address via nl802154 framework. Also added a comment because a 0xffff seems to be valid address that we don't have a short address. This is a valid setting but we need more checks in upper layers to don't allow this address as source address. Also the current netlink interface doesn't allow to set the short_addr to 0xffff. Same for the 0xfffe short address which describes a not allocated short address.

This patch adds support for setting pan_id via nl802154 framework. Adding a comment because setting 0xffff as pan_id seems to be valid setting. The pan_id 0xffff as source pan is invalid. I am not sure now about this setting but for the current netlink interface this is an invalid setting, so we do the same now. Maybe we need to change that when we have coordinator support and association support.
