This SoC has some leftover code all over the kernel but no boards are supported anymore. Remove support for da830 from the davinci clock driver. With it: remove the ifdefs around the data structures as the da850 remains the only davinci SoC supported and the only user of this driver.

clk: davinci: remove PLL and PSC clocks for DaVinci DM644x and DM646x
Commit 7dd33764486d ("ARM: davinci: Delete DM644x board files") and commit b4aed01de486 ("ARM: davinci: Delete DM646x board files") removes the support for DaVinci DM644x and DM646x boards.
Hence, remove the PLL and PSC clock descriptions for those boards as well.

This modifies the TI Davinci PLL clock driver to allow for the case when dev == NULL. On some (most) SoCs that use this driver, the PLL clock needs to be registered during early boot because it is used for clocksource/clkevent and there will be no platform device available.
