Require increasing flags size from u8 to u16 because CLK_DIVIDER_EVEN_INTEGERS is the eighth flag. u16 is used inside struct clk_divider; `unsigned long` is used for function arguments.

The `struct clk_parent_data` init is extracted from __clk_hw_register_fixed_factor to each calling function. It is required to allow each function to pass whatever field they want, not only index.

Prepare for the coming implementation by GCC and Clang of the __counted_by attribute. Flexible array members annotated with __counted_by can have their accesses bounds-checked at run-time checking via CONFIG_UBSAN_BOUNDS (for array indexing) and CONFIG_FORTIFY_SOURCE (for strcpy/memcpy-family functions).
As found with Coccinelle[1], add __counted_by for struct clk_hw_onecell_data. Additionally, since the element count member must be set before accessing the annotated flexible array member, move its initialization earlier.

Some clock drivers do not want to allow any reparenting on a given clock, but usually do so by not providing any determine_rate implementation.
Whenever we call clk_round_rate() or clk_set_rate(), this leads to clk_core_can_round() returning false and thus the rest of the function either forwarding the rate request to its current parent if CLK_SET_RATE_PARENT is set, or just returning the current clock rate.
This behaviour happens implicitly, and as we move forward to making a determine_rate implementation required for muxes, we need some way to explicitly opt-in for that behaviour.
Fortunately, this is exactly what the clk_core_determine_rate_no_reparent() function is doing, so we can simply make it available to drivers.

We already mark fwnodes as initialized when they are registered as clock providers. We do this so that fw_devlink can tell when a clock driver doesn't use the driver core framework to probe/initialize its device. This ensures fw_devlink doesn't block the consumers of such a clock provider indefinitely.
However, some users of CLK_OF_DECLARE() macros don't use the same node that matches the macro as the node for the clock provider, but they initialize the entire node. To cover these cases, also mark the nodes that match the macros as initialized when the init callback function is called.
An example of this is "stericsson,u8500-clks" that's handled using CLK_OF_DECLARE() and looks something like this:

This patch makes sure that "clocks" is marked as initialized so that fw_devlink knows that all nodes under it have been initialized. If the driver creates struct devices for some of the subnodes, fw_devlink is smart enough to know to wait for those devices to probe, so no special handling is required for those cases.

There are unused clocks that need to remain untouched by clk_disable_unused, and most likely could be disabled later on sync_state. So provide a generic sync_state callback for the clock providers that register such clocks. Then, use the same mechanism as clk_disable_unused from that generic callback, but pass the device to make sure only the clocks belonging to the current clock provider get disabled, if unused. Also, during the default clk_disable_unused, if the driver that registered the clock has the generic clk_sync_state_disable_unused callback set for sync_state, skip disabling its clocks.

The struct clk_rate_request is meant to store the context around a rate request such as the parent, boundaries, and so on.
However, it doesn't store the clock the rate request is submitted to, which makes debugging difficult.
Let's add a pointer to the relevant clk_core instance in order to improve the debugging of rate requests in a subsequent patch.
