In a future patch HAS_IOPORT=n will disable inb()/outb() and friends at compile time. We thus need to add HAS_IOPORT as dependency for those drivers requiring them. For the DEFXX driver the use of I/O ports is optional and we only need to fence specific code paths. It also turns out that with HAS_IOPORT handled explicitly HAMRADIO does not need the !S390 dependency and successfully builds the bpqether driver.

The 9 drivers that are called from Space.c are the same set that calls netdev_boot_setup_check().

Organize driver documentation by device type. Most documents have fairly verbose yet uninformative names, so let users first select a well defined device type, and then search for a particular driver.
While at it rename the section from Vendor drivers to Hardware drivers. This seems more accurate, besides people sometimes refer to out-of-tree drivers as vendor drivers.

treewide: replace '---help---' in Kconfig files with 'help'
Since commit 84af7a6194e4 ("checkpatch: kconfig: prefer 'help' over '---help---'"), the number of '---help---' has been gradually decreasing, but there are still more than 2400 instances.
This commit finishes the conversion. While I touched the lines, I also fixed the indentation.
There are a variety of indentation styles found.
a) 4 spaces + '---help---' b) 7 spaces + '---help---' c) 8 spaces + '---help---' d) 1 space + 1 tab + '---help---' e) 1 tab + '---help---' (correct indentation) f) 1 tab + 1 space + '---help---' g) 1 tab + 2 spaces + '---help---'
In order to convert all of them to 1 tab + 'help', I ran the following commend:
$ find . -name 'Kconfig*' | xargs sed -i 's/^[[:space:]]*---help---/\thelp/'

The kbuild documentation clearly shows that the documents there are written at different times: some use markdown, some use their own peculiar logic to split sections.
Convert everything to ReST without affecting too much the author's style and avoiding adding uneeded markups.
The conversion is actually: - add blank lines and identation in order to identify paragraphs; - fix tables markups; - add some lists markups; - mark literal blocks; - adjust title markups.
At its new index.rst, let's add a :orphan: while this is not linked to the main index.rst file, in order to avoid build warnings.

This howto made sense in the 1990s when users had to manually configure ISA cards with jumpers or vendor utilities, but with the implementation of PCI it became increasingly less and less relevant, to the point where it has been well over a decade since I last updated it. And there is no value in anyone else taking over updating it either.
However the references to it continue to spread as boiler plate text from one Kconfig file into the next. We are not doing end users any favours by pointing them at this old document, so lets kill it with fire, once and for all, to hopefully stop any further spread.
No code is changed in this commit, just Kconfig help text.

There is also no need for it to be a visible option, since its users all select it.

Currently the SMSC911X driver may only be built for a specific set of architectures, being limited to do so by a Kconfig depends line. This means that if a platform wishes to use the driver, its architecture must be added to the list explicitly, introducing pointless churn.
This may have been due to the driver's use of the {read,write}s{b,w,l} functions, which have since been replaced with the more standard io{read,write}{8,16,32}_rep. We can instead depend on HAS_IOMEM, which should prevent build issues while allowing the driver to be built for currently unlisted architectures, including x86 and arm64.
This patch removes the explicit list of architectures from the driver's depend line, and replaces it with a dependency on HAS_IOMEM.

MII: fix Kconfig dependencies for MII
MII Kconfig option is apart of the core networking drivers and by default NET_CORE is enabled so drivers selecting MII will have MII enabled as well. It was found using the randconfig option during testing, MII would be selected but NET_CORE could be disabled. This caused a dependency error.
Resolved the dependency by selecting NET_CORE when MII is selected.
