iommu/vt-d: Remove iommu cap audit
The capability audit code was introduced by commit <ad3d19029979> "iommu/vt-d: Audit IOMMU Capabilities and add helper functions", aiming to verify the consistency of capabilities across all IOMMUs for supported features.
Nowadays, all the kAPIs of the iommu subsystem have evolved to be device oriented, in preparation for supporting heterogeneous IOMMU architectures. There is no longer a need to require capability consistence among IOMMUs for any feature.
Remove the iommu cap audit code to make the driver align with the design in the iommu core.

IO page faults are no longer dependent on CONFIG_INTEL_IOMMU_SVM. Move all Page Request Queue (PRQ) functions that handle prq events to a new file in drivers/iommu/intel/prq.c. The page_req_des struct is now declared in drivers/iommu/intel/prq.c.
No functional changes are intended. This is a preparation patch to enable the use of IO page faults outside the SVM/PASID use cases.

iommu/vt-d: Add cache tag assignment interface
Caching tag is a combination of tags used by the hardware to cache various translations. Whenever a mapping in a domain is changed, the IOMMU driver should invalidate the caches with the caching tags. The VT-d specification describes caching tags in section 6.2.1, Tagging of Cached Translations.
Add interface to assign caching tags to an IOMMU domain when attached to a RID or PASID, and unassign caching tags when a domain is detached from a RID or PASID. All caching tags are listed in the per-domain tag list and are protected by a dedicated lock.
In addition to the basic IOTLB and devTLB caching tag types, NESTING_IOTLB and NESTING_DEVTLB tag types are also introduced. These tags are used for caches that store translations for DMA accesses through a nested user domain. They are affected by changes to mappings in the parent domain.

The performance monitoring infrastructure, perfmon, is to support collection of information about key events occurring during operation of the remapping hardware, to aid performance tuning and debug. Each remapping hardware unit has capability registers that indicate support for performance monitoring features and enumerate the capabilities.
Add alloc_iommu_pmu() to retrieve IOMMU perfmon capability information for each iommu unit. The information is stored in the iommu->pmu data structure. Capability registers are read-only, so it's safe to prefetch and store them in the pmu structure. This could avoid unnecessary VMEXIT when this code is running in the virtualization environment.
Add free_iommu_pmu() to free the saved capability information when freeing the iommu unit.
Add a kernel config option for the IOMMU perfmon feature. Unless a user explicitly uses the perf tool to monitor the IOMMU perfmon event, there isn't any impact for the existing IOMMU. Enable it by default.
