block: force noio scope in blk_mq_freeze_queue
When block drivers or the core block code perform allocations with a frozen queue, this could try to recurse into the block device to reclaim memory and deadlock. Thus all allocations done by a process that froze a queue need to be done without __GFP_IO and __GFP_FS. Instead of tying to track all of them down, force a noio scope as part of freezing the queue.
Note that nvme is a bit of a mess here due to the non-owner freezes, and they will be addressed separately.

driver core: Constify API device_find_child() and adapt for various usages
Constify the following API: struct device *device_find_child(struct device *dev, void *data, int (*match)(struct device *dev, void *data)); To : struct device *device_find_child(struct device *dev, const void *data, device_match_t match); typedef int (*device_match_t)(struct device *dev, const void *data); with the following reasons:
- Protect caller's match data @*data which is for comparison and lookup and the API does not actually need to modify @*data.
- Make the API's parameters (@match)() and @data have the same type as all of other device finding APIs (bus|class|driver)_find_device().
- All kinds of existing device match functions can be directly taken as the API's argument, they were exported by driver core.
Constify the API and adapt for various existing usages.
BTW, various subsystem changes are squashed into this commit to meet 'git bisect' requirement, and this commit has the minimal and simplest changes to complement squashing shortcoming, and that may bring extra code improvement.

block: move the nonrot flag to queue_limits
Move the nonrot flag into the queue_limits feature field so that it can be set atomically with the queue frozen.
Use the chance to switch to defaulting to non-rotational and require the driver to opt into rotational, which matches the polarity of the sysfs interface.
For the z2ram, ps3vram, 2x memstick, ubiblock and dcssblk the new rotational flag is not set as they clearly are not rotational despite this being a behavior change. There are some other drivers that unconditionally set the rotational flag to keep the existing behavior as they arguably can be used on rotational devices even if that is probably not their main use today (e.g. virtio_blk and drbd).
The flag is automatically inherited in blk_stack_limits matching the existing behavior in dm and md.

sparc/vio: make remove callback return void
The driver core ignores the return value of struct bus_type::remove() because there is only little that can be done. To simplify the quest to make this function return void, let struct vio_driver::remove() return void, too. All users already unconditionally return 0, this commit makes it obvious that returning an error code is a bad idea and should prevent that future driver authors consider returning an error code.
Note there are two nominally different implementations for a vio bus: one in arch/sparc/kernel/vio.c and the other in arch/powerpc/platforms/pseries/vio.c. This patch only addresses the former.

compat_ioctl: block: handle cdrom compat ioctl in non-cdrom drivers
Various block drivers implement the CDROMMULTISESSION, CDROM_GET_CAPABILITY, and CDROMEJECT ioctl commands, relying on the block layer to handle compat_ioctl mode for them.
Move this into the drivers directly as a preparation for simplifying the block layer later.
When only integer arguments or no arguments are passed, the same handler can be used for .ioctl and .compat_ioctl, and when only pointer arguments are passed, the newly added blkdev_compat_ptr_ioctl can be used.

block: sunvdc: don't run hw queue synchronously from irq context
vdc_blk_queue_start() may be called from irq context, so we can't run queue via blk_mq_start_hw_queues() since we never allow to run queue from irq context. Use blk_mq_start_stopped_hw_queues(q, true) to fix this issue.
