One obvious benefit is the diff stat:

It is tedious to list generic-y for each arch that needs it.
So, mandatory-y works like a fallback default (by just wrapping asm-generic one) when arch does not have a specific header implementation.

The mmiowb() macro is horribly difficult to use and drivers will continue to work most of the time if they omit a call when it is required.
Rather than rely on driver authors getting this right, push mmiowb() into arch_spin_unlock() for sh. If this is deemed to be a performance issue, a subsequent optimisation could make use of ARCH_HAS_MMIOWB to elide the barrier in cases where no I/O writes were performed inside the critical section.

As the generic rwsem-xadd code is using the appropriate acquire and release versions of the atomic operations, the arch specific rwsem.h files will not be that much faster than the generic code as long as the atomic functions are properly implemented. So we can remove those arch specific rwsem.h and stop building asm/rwsem.h to reduce maintenance effort.
Currently, only x86, alpha and ia64 have implemented architecture specific fast paths. I don't have access to alpha and ia64 systems for testing, but they are legacy systems that are not likely to be updated to the latest kernel anyway.
By using a rwsem microbenchmark, the total locking rates on a 4-socket 56-core 112-thread x86-64 system before and after the patch were as follows (mixed means equal # of read and write locks):

There were some run-to-run variations for the multi-thread tests. For x86-64, using the generic C code fast path seems to be a little bit faster than the assembly version with low lock contention. Looking at the assembly version of the fast paths, there are assembly to/from C code wrappers that save and restore all the callee-clobbered registers (7 registers on x86-64). The assembly generated from the generic C code doesn't need to do that. That may explain the slight performance gain here.
The generic asm rwsem.h can also be merged into kernel/locking/rwsem.h with no code change as no other code other than those under kernel/locking needs to access the internal rwsem macros and functions.

[1] Both <linux/kvm_para.h> and <asm/kvm_para.h> are exported
alpha, arm, hexagon, mips, powerpc, s390, sparc, x86
[2] <asm/kvm_para.h> is exported, but <linux/kvm_para.h> is not
arc, arm64, c6x, h8300, ia64, m68k, microblaze, nios2, openrisc, parisc, sh, unicore32, xtensa
[3] Neither <linux/kvm_para.h> nor <asm/kvm_para.h> is exported
csky, nds32, riscv
This does not match to the actual KVM support. At least, [2] is half-baked.
Nor do arch maintainers look like they care about this. For example, commit 0add53713b1c ("microblaze: Add missing kvm_para.h to Kbuild") exported <asm/kvm_para.h> to user-space in order to fix an in-kernel build error.
We have two ways to make this consistent:
[A] export both <linux/kvm_para.h> and <asm/kvm_para.h> for all architectures, irrespective of the KVM support
[B] Match the header export of <linux/kvm_para.h> and <asm/kvm_para.h> to the KVM support
My first attempt was [A] because the code looks cleaner, but Paolo suggested [B].
So, this commit goes with [B].
For most architectures, <asm/kvm_para.h> was moved to the kernel-space. I changed include/uapi/linux/Kbuild so that it checks generated asm/kvm_para.h as well as check-in ones.
After this commit, there will be two groups:
[1] Both <linux/kvm_para.h> and <asm/kvm_para.h> are exported
arm, arm64, mips, powerpc, s390, x86
[2] Neither <linux/kvm_para.h> nor <asm/kvm_para.h> is exported
alpha, arc, c6x, csky, h8300, hexagon, ia64, m68k, microblaze, nds32, nios2, openrisc, parisc, riscv, sh, sparc, unicore32, xtensa

Those should generally use the higher-level linux/compat.h file, but that in turn fails to include asm/compat.h when CONFIG_COMPAT is disabled, unless we can provide that header on all architectures.
This adds the asm/compat.h for all remaining architectures to simplify the dependencies.
Architectures that are getting removed in linux-4.17 are not changed here, to avoid needless conflicts with the removal patches. Those architectures are broken by this patch, but we have already shown that they have no users.

sh: move generic-y of exported headers to uapi/asm/Kbuild
Since commit fcc8487d477a ("uapi: export all headers under uapi directories"), all (and only) headers under uapi directories are exported, but asm-generic wrappers are still exceptions.
To complete de-coupling the uapi from kernel headers, move generic-y of exported headers to uapi/asm/Kbuild.
With this change, "make headers_install" will just need to parse uapi/asm/Kbuild to build up exported headers.

cputime_t is now only used by two architectures:
* powerpc (when CONFIG_VIRT_CPU_ACCOUNTING_NATIVE=y) * s390
And since the core doesn't use it anymore,

cputime_t is now only used by two architectures:
* powerpc (when CONFIG_VIRT_CPU_ACCOUNTING_NATIVE=y) * s390
And since the core doesn't use it anymore, we don't need any arch support from the others. So we can remove their stub implementations.
A final cleanup would be to provide an efficient pure arch implementation of cputime_to_nsec() for s390 and powerpc and finally remove include/linux/cputime.h .

The generic header file is almost equivalent to the SH one. The only difference is that the SH one supports allocating clkdev lookups early using bootmem allocators instead of the slabs. From what I can tell using visual inspection, the slab is initialized before any clkdev allocation is made under arch/sh. So let's remove the arch specific clkdev.h header and use the generic one instead.

Commit 2ae416b142b6 ("mm: new mm hook framework") introduced an empty header file (mm-arch-hooks.h) for every architecture, even those which doesn't need to define mm hooks.
As suggested by Geert Uytterhoeven, this could be cleaned through the use of a generic header file included via each per architecture asm/include/Kbuild file.
The PowerPC architecture is not impacted here since this architecture has to defined the arch_remap MM hook.
