Clean up the vcs ID strings in libc's gen/ directory.
- Move CSRG IDs into __SCCSID(). - When a file has been copied, consistently use 'From: <tag>' for strings referencing the version of the source file copied from in the license block comment. - Some of the 'From:' tags were using $FreeBSD$ that was being expanded on each checkout. Fix those to hardcode the FreeBSD tag from the file that was copied at the time of the copy. - When multiple strings are present list them in "chronological" order, so CSRG (__SCCSID) before FreeBSD (__FBSDID). If a file came from OtherBSD and contains a CSRG ID from the OtherBSD file, use the order CSRG -> OtherBSD -> FreeBSD.

Mainly focus on files that use BSD 3-Clause license.
The Software Package Data Exchange (SPDX) group provides a specification to make it easier for automated tools to detect and summarize well known opensource licenses. We are gradually adopting the specification, noting that the tags are considered only advisory and do not, in any way, superceed or replace the license texts.
Special thanks to Wind River for providing access to "The Duke of Highlander" tool: an older (2014) run over FreeBSD tree was useful as a starting point.

Get rid of major/minor number distinction.
As of FreeBSD 6, devices can only be opened through devfs. These device nodes don't have major and minor numbers anymore. The st_rdev field in struct stat is simply based a copy of st_ino.
Simply display device numbers as hexadecimal, using "%#jx". This is allowed by POSIX, since it explicitly states things like the following (example taken from ls(1)):
"If the file is a character special or block special file, the size of the file may be replaced with implementation-defined information associated with the device in question."
This makes the output of these commands more compact. For example, ls(1) now uses approximately four columns less. While there, simplify the column length calculation from ls(1) by calling snprintf() with a NULL buffer.
Don't be afraid; if needed one can still obtain individual major/minor numbers using stat(1).

Remove _THREAD_SAFE and make libc thread-safe by default by adding (weak definitions to) stubs for some of the pthread functions. If the threads library is linked in, the real pthread functions will pulled in.
Use the following convention for system calls wrapped by the threads library: __sys_foo - actual system call _foo - weak definition to __sys_foo foo - weak definition to __sys_foo
Change all libc uses of system calls wrapped by the threads library from foo to _foo. In order to define the prototypes for _foo(), we introduce namespace.h and un-namespace.h (suggested by bde). All files that need to reference these system calls, should include namespace.h before any standard includes, then include un-namespace.h after the standard includes and before any local includes. <db.h> is an exception and shouldn't be included in between namespace.h and un-namespace.h namespace.h will define foo to _foo, and un-namespace.h will undefine foo.
Try to eliminate some of the recursive calls to MT-safe functions in libc/stdio in preparation for adding a mutex to FILE. We have recursive mutexes, but would like to avoid using them if possible.
Remove uneeded includes of <errno.h> from a few files.
Add $FreeBSD$ to a few files in order to pass commitprep.

First the dev_mkdb(8) database is searched, this caters for non-DEVFS cases where people have renamed a device.
If that fails we ask the kernel using sysctl kern.devname if the device driver has put a name in the dev_t. This covers DEVFS cloned devices.
If that also fails we format a string which isn't entirely useless.
