Retire WITHOUT_CXX option
Several important base system components are written in C++, and the WITHOUT_CXX option produced a system that was not fully functional. Just accept this, and remove the option to build without C++ support.

This is not SUBDIR_PARALLEL and if it were this .ORDER would not work since the targets are <target>_subdir_<subdir> not <subdir>.

Tinderbox breakages that are the result of this commit are entirely the committer's fault -- in other words: buildworld testing on amd64 only.
