The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

Special thanks to Wind River for providing access to "The Duke of
Highlander" tool: an older (2014) run over FreeBSD tree was useful as a
starting point.

Consistently use __FBSDID

clarify code:

add comments.
don't get the length of each arg passed, only the last one.
check against == or != NULL rather than using a pointer value as
truth test.

Fix warnings inspired by lint, a commercial lint and WARNS=4.

o Old-style K&R declarations have been converted to new C89 style
o register has been removed
o prototype for main() has been removed (gcc3 makes it an error)
