lib/msun: Exclude ignored-pragmas from -Werror

This avoids build failures due to the clang 12 warning:
'#pragma FENV_ACCESS' is not supported on this target - ignored

Clang 12 currently emits this warning for all non-x86 architectures.
While this can result in incorrect code generation (e.g. on AArch64 some
exceptions are not raised as expected), this is a pre-existing issue and
we should not fail the build due to this warning.

riscv: Add a soft-float implementation of fabs()

We could just use a C implementation using __builtin_fabs(), but using
this assembly version guarantees that there is no additional prolog/epilog
code. Additionally, clang generates worse code for masking off the top bit
than GCC: https://bugs.llvm.org/show_bug.cgi?id=49377.

This fixes the RISCV64 softfloat world build after cf97d2a1dab8. That commit
added -fno-builtin to the msun tests which resulted in the first references to
fabs (previously the compiler inlined all calls).

such platforms for now.

Enable long double tests on RISC-V

Some of the NetBSD contributed tests are gated behind the
__HAVE_LONG_DOUBLE flag. This flag seems to be defined only for
platforms whose long double is larger than their double. I could not
find this explicitly documented anywhere, but it is implied by the
definitions in NetBSD's sys/arch/${arch}/include/math.h headers, and the
following assertion from the UBSAN code:

#ifdef __HAVE_LONG_DOUBLE
long double LD;
ASSERT(sizeof(LD) > sizeof(uint64_t));
#endif

RISC-V has 128-bit long doubles, so enable the tests on this platform,
and update the comments to better explain the purpose of this flag.

Resolve conflicts between macros in fenv.h and ieeefp.h

This is a follow-up to r321483, which disabled -Wmacro-redefined for
some lib/msun tests.

If an application included both fenv.h and ieeefp.h, several macros such
as __fldcw(), __fldenv() were defined in both headers, with slightly
different arguments, leading to conflicts.

Fix this by putting all the common macros in the machine-specific
versions of ieeefp.h. Where needed, update the arguments in places
where the macros are invoked.

This also slightly reduces the differences between the amd64 and i386
versions of ieeefp.h.

Merge ^/user/ngie/release-pkg-fix-tests to unbreak how test files are installed
after r298107

Summary of changes:

- Replace all instances of FILES/TESTS with ${PACKAGE}FILES. This ensures that
namespacing is kept with FILES appropriately, and that this shouldn't need
to be repeated if the namespace changes -- only the definition of PACKAGE
needs to be changed
- Allow PACKAGE to be overridden by callers instead of forcing it to always be
`tests`. In the event we get to the point where things can be split up
enough in the base system, it would make more sense to group the tests
with the blocks they're a part of, e.g. byacc with byacc-tests, etc
- Remove PACKAGE definitions where possible, i.e. where FILES wasn't used
previously.
- Remove unnecessary TESTSPACKAGE definitions; this has been elided into
bsd.tests.mk
- Remove unnecessary BINDIRs used previously with ${PACKAGE}FILES;
${PACKAGE}FILESDIR is now automatically defined in bsd.test.mk.
- Fix installation of files under data/ subdirectories in lib/libc/tests/hash
and lib/libc/tests/net/getaddrinfo
- Remove unnecessary .include <bsd.own.mk>s (some opportunistic cleanup)

Document the proposed changes in share/examples/tests/tests/... via examples
so it's clear that ${PACKAGES}FILES is the suggested way forward in terms of
replacing FILES. share/mk/bsd.README didn't seem like the appropriate method
of communicating that info.
