Tests broke when Updates.expo.ts was deleted in #9694.

- The jest preset preferred .expo files, so when we added Updates.expo.ts in https://github.com/expo/expo/commit/f03afa4de0bf99c67f41e7478de36d5f42296824#diff-fc594a43e97271ef3e75c8265c55fc9b I had switched the tests to only test this implementation. I reverted the tests back to what they looked like before that commit.
- Also updated the jest mocks to include the new module
- And finally, the tests still failed because of the error thrown when __DEV__ is true. To get around this I assigned __DEV__ to be false for the duration of these tests.
