Same idea as https://github.com/expo/expo/pull/23046 but rewrites the
basic debugging guide with @kbrandwijk 's
[suggestion](https://github.com/expo/expo/pull/23046#issuecomment-1603984947).

# How

The basic debugging guide is meant to be concrete and simple. It should
take users no longer than 10 minutes to go through the entire thing. It
points users to the Deployments page and uses that as a starting point
for all debugging solutions.



This PR moves the current debugging guide to `debugging-advanced.mdx`.
