[docs] remove Vercel GitHub action (#20581)

# Why

@ide mentioned that he would like us to use AWS S3 for preview PRs since
it is more accurate to production, even though we will lose
collaboration and commenting features.

In the future, we'd like to move production docs and PR previews to GCS,
however that's a larger project that we don't want to take on now. So,
for the time being, we'll add more functionality to S3 and move
everything over at a later time.

# How

- Reverts commit 398866b901f7f2615314cdcc6abc9403ef47e755.

# Test Plan

No real test plan, other than deploying with Vercel will no longer
function when adding the "Deploy Docs" label

# Future

In an upcoming PR: https://github.com/expo/expo/pull/20583, I will add
the ability to deploy docs preview PRs with a label on S3.
