app/eventdev: fix overflow in lcore list parsing
Tainted and unvalidated integer 'idx' used as an index, which may

Add a couple of help functions that will allow parsing many types of
input parameters, i.e.: bool, 16, 32, 64 bits, hex and list of cores etc.
