[libc++abi] Change LIBCXXABI_NO_TIMER to LIBCXXABI_USE_TIMERInstead of always defining LIBCXXABI_NO_TIMER to run the tests, onlydefine LIBCXXABI_USE_TIMER when we want to enable the timer.
