treewide: replace '---help---' in Kconfig files with 'help'Since commit 84af7a6194e4 ("checkpatch: kconfig: prefer 'help' over'---help---'"), the number of '---help---' has been graduallydecreasing, but there are still more than 2400 instances.This commit finishes the conversion. 6lowpan: introduce new net/6lowpan directoryThis patch moves generic code which is used by bluetooth and ieee8021546lowpan to a new net/6lowpan directory. This directory contains generic6LoWPAN code which is shared between bluetooth and ieee802154 MAC-Layer.This is the IPHC - "IPv6 Header Compression" format at the moment. Whichis described by RFC 6282 [0]. This commit containsonly the socket interface for communication over IEEE 802.15.4 networks.One can either send RAW datagrams or use SOCK_DGRAM to encapsulate datainside normal IEEE 802.15.4 packets.Configuration interface, drivers and software MAC 802.15.4 implementation willfollow.Initial implementation was done by Maxim Gorbachyov, Maxim Osipov and PavelSmolensky as a research project at Siemens AG.
