USB: add SPDX identifiers to all remaining MakefilesIt's good to have SPDX identifiers in all files to make it easier toaudit the kernel tree for correct licenses.This updates the remaining drivers/usb/*Makefile* that were missing SPDXidentifiers. USB: c67x00: remove CONFIG_USB_DEBUG dependancyThis removes the usage of CONFIG_USB_DEBUG in the c67x00 driver. Therewas only one place, where the TD was dumped to the kernel log, and thatwas using the dynamic debug infrastructure already, with the exceptionof the call to print_hex_dump().
