General further adoption of SPDX licensing ID tags.Mainly focus on files that use BSD 3-Clause license. The Software Package Data Exchange (SPDX) group provides a specificationto make it easier for automated tools to detect and summarize well knownopensource licenses. We are gradually adopting the specification, notingthat the tags are considered only advisory and do not, in any way, superceed or replace the license texts.Special thanks to Wind River for providing access to "The Duke ofHighlander" tool: an older (2014) run over FreeBSD tree was useful as astarting point.

This adds aload of _l suffixed versions of various standard library functions that usethe global locale, making them take an explicit locale parameter. Alsoadds support for per-thread locales.
Next stage of stdio cleanup: Retire __sFILEX and merge the fields back into__sFILE. This was supposed to be done in 6.0. Some notes:- Where possible I restored the various lines to their pre-__sFILEX state.- Retire INITEXTRA() and just initialize the wchar bits (orientation and mbstate) explicitly instead. The various places that used INITEXTRA didn't need the locking fields or _up initialized. (Some places needed _up to exist and not be off the end of a NULL or garbage pointer, but they didn't require it to be initialized to a specific value.)- For now, stdio.h "knows" that pthread_t is a 'struct pthread *' to avoid namespace pollution of including all the pthread types in stdio.h. Once we remove all the inlines and make __sFILE private it can go back to using pthread_t, etc.- This does not remove any of the inlines currently and does not change any of the public ABI of 'FILE'.MFC after:	1 monthReviewed by:	peter

libc MT-safety, part 2.Add a lock to FILE. flockfile and friends are now implemented(for the most part) in libc. flockfile_debug is implemented inlibc_r; I suppose it's about time to kill it but will do it ina future commit.Fix a potential deadlock in _fwalk in a threaded environment.A file flag (__SIGN) was added to stdio.h that, when set, tells_fwalk to ignore it in its walk. This seemed to be needed inrefill.c because each file needs to be locked when flushing.Add a stub for pthread_self in libc. This is needed by flockfilewhich is allowed by POSIX to be recursive.Make fgetpos() error return value (-1) match man page.Remove recursive calls to locked functions (stdio); I think I'vegot them all, but I may have missed a couple.A few K&R -> ANSI conversions along with removal of a few instancesof "register".$Id$ -> $FreeBSD$ in libc/stdio/rget.cNot objected to:	-arch, a few months ago

Replace memory leaking instances of realloc with non-leaking reallocf. In some cases replace if (a == null) a = malloc(x); else a =realloc(a, x); with simple reallocf(a, x). Per ANSI-C, this isguaranteed to be the same thing.I've been running these on my system here w/o ill effects for sometime. However, the CTM-express is at part 6 of 34 for the CAMchanges, so I've not been able to do a build world with the CAM in thetree with these changes. Shouldn't impact anything, but...

Add an implementation of the gnu-ish asprintf() and vasprintf(). They arenot based on gpl'ed code, just prototype and usage. I'm not 100% certainthey behave the same while the system is in trouble (eg: malloc() failing)but in those circumstances all bets would be off anyway. These routines work like sprintf() and vsprintf(), except that instead ofusing a fixed buffer, they allocate memory and return it to the userand it's the user's responsibility to free() it. They have allocate asmuch memory as they need (and can get), so the size of strings it can dealwith is limited only by the amount of memory it can malloc() on yourbehalf. There are a few gpl'ed programs starting to use this interface, and it'sbecoming more common with the scares about security risks with sprintf().I dont like the look of the code that the various programs (includingcvs, gdb, libg++, etc) provide if configure can't find it on the system. It should be possible to modify the stdio core code to provide thisinterface more efficiently, I was more worried about having somethingthat worked and was secure. :-) (I noticed that there was once intendedto be a smprintf() routine when our stdio was written for 4.4BSD, but itlooks pretty stillborn, and it's intended interface is not clear). SinceLinux and gnu libc have this interface, it seemed silly to bring yetanother one onto the scene.
