<description>include: further adoption of SPDX licensing ID tags.Mainly focus on files that use BSD 3-Clause license. The Software Package Data Exchange (SPDX) group provides a specificationto make it easier for automated tools to detect and summarize well knownopensource licenses. We are gradually adopting the specification, notingthat the tags are considered only advisory and do not, in any way, superceed or replace the license texts.Special thanks to Wind River for providing access to &quot; The Duke ofHighlander&quot; tool: an older (2014) run over FreeBSD tree was useful as astarting point.

The replacement should be transparent for clang developers asthe new qualifiers will produce the same warnings and will be useful forstatic checkers but will not cause aggressive optimizations.GCC will not produce such warnings and developers will have to useupgraded GCC ports built with the system headers from r312538.Hinted by:	Apple&apos;s Libc-1158.20.4, Bionic libcMFC after:	11.1 ReleaseDifferential Revision:	https://reviews.freebsd.org/D9004
